Variance - John Guse, Set Back - Mr. Guse purchased a lot in <br />the Lino Air Park on the corner of Thomas Street and 4th Avenue. <br />Three problems with the lot has prompted Mr. Guse to apply for a <br />variance to the setback requirement for a 3200 square foot air- <br />plane hanger he wishes to construct on his lot. The problems are; <br />the City has condemned 17 feet of his lot for additional street <br />right -of -way for completion of the 4th Avenue project, the lot was <br />originally undersized and there is a swale through the lot which <br />allows drainage of his property and other properties to the west. <br />Mr. Kluegel noted the Planning and Zoning Board did recommend ap- <br />proval of the request although the vote was not unanimous. <br />Mr. Guse was asked why he needed such a large building. He explained <br />he owns two airplanes. He was asked why he did not locate the build- <br />ing in a different spot and place the doors facing north. He ex- <br />plained he would not be able to get the doors open in the winter. <br />Mr. Reinert noted that the initial intent of this air strip was <br />for the convenience of one airplane owners and also felt Mr. Guse <br />should have been aware of the limitations of such a small lot when <br />he purchased the lot. <br />Mr. Reinert moved based on the Planning and Zoning Board's recommen- <br />dations and the Building Inspectors recommendations to approve the <br />variance as requested by Mr. Guse based on the criteria outlined by <br />the Planning and Zoning Board. Mr. Bohjanen seconded the motion. <br />Motion carried with Mr. Marier voting, no. <br />B. Conditional Use Permit and Site and Building Plan Review - Wayne <br />Scanlon - Mr. Scanlon is proposing to build a 45' x 90' building <br />for use as a veterinary clinic and office in the light industrial (LI) <br />zone on Otter Lake Road near Cedar Street. The Planning and Zoning <br />Board did recommend approval with additional stipulations as outlined <br />in their minutes. Mr. Kluegel has determined the mound septic system <br />size to be twice the size recommended by the engineer. A drive- <br />way access permit has been received from Anoka County and Mr. Scanlon <br />is in the process of obtaining a Rice Creek Watershed District Permit. <br />Mr. Scanlon explained the building will be a pole type building with <br />a cedar and brick front. The front area will be landscaped per Plan- <br />ning and Zoning recommendations. There will be one sign located near <br />the road and the only lights will be above a side entry door and <br />along side the front entry door. <br />Mr. Marier moved to approve the Conditional Use Permit and Site and <br />Building Plan Review for Wayne Scanlon subject to all of the recom- <br />mendations of the Planning and Zoning Board and the Building Inspector <br />to include exterior face as outlined by Mr. .Scanlon tonight. Mr. Boh- <br />janen seconded the motion. Motion carried unanimously. <br />
