Conditional Use Permit - Advertising Sign Lance Olson - <br />Mr. Olson has requested a Conditional Use Permit for an advertis- <br />ing sign to be located on 35W on the Glen Rehbein property adver- <br />tising his business, Muffler Doctor. The sign is 10' x 20', metal <br />frame and meets the set back requirements of the Sign Ordinance. <br />The City Planner and the Planning and Zoning Board did recommend <br />approval. <br />There was concern on how this sign will affect future Lino Lakes <br />business signs because of the regulation regarding separation of <br />advertising signs. Mr. Kluegel explained that Lino Lakes business <br />signs would not be classified as advertising signs and the separa- <br />tion requirements would not be applicable in that case. <br />Mr. Bohjanen moved to approve the Conditional Use Permit for an <br />advertising sign for Mr. Olson subject to the recommendations of <br />the City Planner and the Planning and Zoning Board. Mr. Marier <br />seconded the motion. <br />There was further questions on whether allowing this sign would <br />create problems in the future for Lino Lakes businesses. Mr. <br />Rehbein, owner of the property, was in the audience and explained <br />this sign was meant to be posted for only six months. It did not <br />appear there would be any businesses built in this area during this <br />period of time. <br />Voting on the motion, motion failed. Mayor Benson and Mr. Reinert <br />voted no, a tie vote. <br />Mayor Benson asked that this request be considered again when a <br />contract between Mr. Rehbein and Mr. Olson is completed and a copy <br />is available for Council consideration. <br />1 <br />D. Ordinance #05 -86, First Reading - Building Standards Text Amendment - <br />Mr. Kluegel explained that last February the Council had requested <br />the Planning and Zoning Board to set up criteria for buildings in <br />the business districts. This proposed ordinance would put Lino Lakes <br />on about par with Bloomington with respect to building standards. <br />Pole buildings and wood frame buildings would not be allowed in these <br />districts as well as buildings with metal siding. Buildings would <br />be constructed of steel, reinforced concrete, type III construction, <br />masonary construction or equivalent or better. <br />Mr. Reinert said it is conceivable with the poor soil conditions <br />in Lino Lakes that these required buildings could look worse than <br />some of the buildings already there. <br />Glenn Rehbein - Mr. Rehbein told the Council that since this City <br />does not have municipal sewer pole buildings would be viewed as <br />temporary buildings to be torn down when sewer arrives and the land <br />1 <br />
