He pointed out the <br />situation on Lilac Street where the pole type commercial build- <br />ings look much nicer than Molin Concrete. This proposed ordi- <br />nance would not help the City promote a larger tax base but <br />would discourage building in Lino Lakes altogether. Mr. Rehbein <br />suggested this Ordinance should deal with screening and measures <br />to insure a suitable looking front. <br />Paul Wolters - Mr. Wolters referred to the Planning and Zoning <br />Minutes where the Planner had suggested that the concrete struc- <br />tures were more economical to heat /cool and to insure. He dis- <br />puted the cost savings when the building would cost probably three <br />times as much to build. It would take many years to recoup the <br />initial costs. <br />Mr. Kluegel explained that the Planning and Zoning Board did rec- <br />ognize that if this Ordinance were approved there would be a lot <br />less commercial building in Lino Lakes for the next few years. <br />Mr. Reinert said he was not sure there is no place for pole or <br />wood frame buildings in Lino Lakes. <br />Jerry Blackbird - Mr. Blackbird felt that no steel exteriors would <br />be very restrictive. If this Ordinance were in place fifteen years <br />ago, City Hall would not have been built in this manner. <br />Mr. Bohjanen suggested that this proposed Ordinance needs more sin- <br />cere study. <br />Mayor Benson asked that all the comments received tonight be taken <br />back to the Planning and Zoning Board for further study and this <br />be discussed when the Council meets with the Planning and Zoning <br />Board. <br />Mr. Bohjanen moved to table this item for further study. Mr. Marier <br />seconded the motion. Motion carried unanimously. <br />The Council took a ten minute break at 8:30 P.M. <br />CONSIDERATION OF ANNUAL CONDITIONAL USE PERMIT REVIEW <br />Mr. Kluegel presented the Council a list of sixty -three (63) active <br />Conditional Use Permits. He told the Council that items (6) and (10) <br />no longer are using their Conditional Use Permits and have asked <br />that they be withdrawn. Both items refer to Kennel Licenses that <br />are no longer being used. <br />Mr. Kluegel has received a complaint regarding Conditional Use Per- <br />mit Number 8. This is a Kennel License issued to Sharon Todoroff. <br />Gregg Coleman, her neighbor, was in the audience and explained <br />there was a lot of barking and disturbing noise coming from this <br />kennel and there were more dogs than the permit allowed.
