146 <br />COUNCIL MEETING <br />July 28, 1986 <br />Page Eight <br />he did not want to shut down the kennel operation, however sugges- <br />ted it be screened by a soundproof material to keep the noise at <br />a minimum. <br />Mrs. Todoroff explained one dog has cancer and will be disposed <br />of and the fourth dog will replace this dog. She agreed to screen <br />the kennel with soundproof material and also stated that they may <br />move the kennel further back on the lot and this may also help the <br />noise situation. <br />Mr. Kluegel has received a complaint regarding Conditional Use Per- <br />mit Number 36, Richard Klenck, 2260 Rolling Hills Drive. Mr. Klue- <br />gel explained there are a number of vehicles parked on the property <br />not allowed by the Conditional Use Permit. In addition, Mr. Evans <br />at 2252 Rolling Hills Drive has appeared before the Council detail- <br />ing what he believes to be violations of the permit and was in the <br />audience tonight with photographs of digging and filling on the <br />property. <br />Mr. Kluegel noted that Mr. Klenck has now obtained a RCWD permit <br />and a DNR permit for removing cattails. He has applied for a CORP <br />permit. <br />Mr. Reinert asked Mr. Kluegel if Mr. Klenck is complying with the <br />Conditional Use Permit. Mr. Kluegel said he has more vehicles <br />than allowed by the permit. Mr. Volk told the Council he is con- <br />cerned about the condition of the street. He has received several <br />calls regarding loaded trucks going over the street particularly <br />during the period of weight restrictions. He will personally moni- <br />tor this situation. <br />Mr. Kluegel has received several complaints regarding Conditional <br />Use Permit Number 51, Luthers Sport Shop. Most of the complaints <br />concern the parking of boats and vehicles on Lois Lane obstructing <br />traffic. This is a continuing problem. Mr. Volk has posted no <br />parking signs, but the signs disappeared. This problem will be <br />compounded when Lois Lane is completed as there will be consider - <br />able more traffic past this business. <br />Mr. Hawkins said he would get more information regarding Conditional <br />Use Permit Number 22, El Rehbein and Son, Quad Subdivision. <br />Mr. Marier moved to cancel Conditional Use Permits #6 and #10 per <br />the wishes of the owners. Mr. Bohjanen seconded the motion. Mo- <br />tion carried unanimously. <br />Mr. Marier moved to require screening on Conditional Use Permit #8 <br />as previously discussed by the end of August, 1986. Mr. Bohjanen <br />seconded the motion. Motion carried unanimously. <br />
