186 <br />SPECIAL JOINT MEETING <br />August 27, 8986 <br />Page Three <br />Glenn Rehbein: "Too restrictive considering no services are avail- <br />able." <br />Gene Mobley: "Insurance rates are high because of no services and <br />owners of concrete buildings as proposed would not be able to benefit <br />from lower insurance rates because of the lack of services." <br />Carpenter: "Too restrictive for the present definitely and even <br />ten years into the future too restrictive." <br />Others felt that not so restrictive specifications are needed. <br />councilman Bisel said he was concerned for the tax base in Lino <br />Lakes (26.7) as compared to the surrounding communities (18.9 - <br />10.8). He felt that commercial development was necessary to better <br />Lino Lake& figure. <br />Councilman Reinert stated that the City is in a quandry because <br />the restrictions set on extending utilities are set by the City <br />Charter. <br />Mrs. Avebeck suggested that a possible way to create an aesthetical <br />pleasing atmostphere around lesser expensive buildings (possibly <br />even the pole buildings which would be eliminated by the reference <br />proposal) would be to require extensive landscaping of the grounds. <br />Mayor Benson suggested that actual standards and specifications be <br />proposed, summarizing from this evening's meeting and the P & Z <br />Board put together a proposal to send to Council in the near future. <br />RICE LAKE ESTATES <br />Mr. Schumacher explained that the developer for Rice Lakes Estates <br />has requested that the City Council approve a "manufactured home" <br />for Rice Lake Estates which meets the state building standards. <br />The state building standards exceed the HUD standards. The current <br />City ordinance requires in an R -7 zone a manufactured home which <br />has a permanent chassis and meets HUD standards. <br />Rice Lake Estates was zoned R -7 a number of years ago and the City <br />allowed small lots and streets to accommodate the "manufactured <br />home ". The Rice Lake Estates developer wants to start construction <br />in 30 days. <br />In looking over the material available, it was the consensus of <br />those in attendance that the "manufactured home" proposed is much <br />nicer looking and appears to be a higher quality home than the <br />minimum which the ordinance will allow.
