ORDINANCE NO. 05 - 86, BUILDING <br />STANDARDS <br />Mr. Jeff Joyer asked the Council to view his slides of different types <br />of commercial buildings found in Lino Lakes and surrounding <br />communities. He felt the proposed ordinance was very restrictive and <br />would not allow existing businesses to enlarge using the same <br />materials as in their present buildings. In addition he felt that <br />sinceeLino Lakes did not have sanitary facilities, commercial building <br />would come to a stand still because it would be too large of an <br />investment for someone to make without such services. Mr. Joyer <br />showed his slides and asked that the ordinance be submitted to the <br />Economic Development Committee and the Chamber of Commerce for their <br />input. He asked for the reasons for promoting this ordinance and what <br />the benefits would be. <br />Mr. Bisel explained he is interested in this ordinance because it <br />would improve the quality of construction to capture a large tax base. <br />He felt that if the type of construction was upgraded it would attract <br />quality commercial people with quality buildings. <br />Dan Waldoch - Mr. Waldoch asked why such an ordinance would increase <br />the tax base and how will it bring in concrete block building <br />contractors? Mr. Bisel explained. <br />Bob Rypkema, Schwan Foods - Mr. Rypkema explained that he is in the <br />process of building a new building next to the one on Lake Drive. If <br />he were required to build a block building rather than steel it would <br />have cost him approximately $5.00 per square foot more than it is now. <br />He suggested that steel structures be allowed but refinements could <br />also be required. He explained that if this City is going to attract <br />small businesses, initial costs are important. <br />Mayor Benson asked Mr. Kluegel how he viewed this ordinance. Mr. <br />Kluegel explained the Planning and Zoning Board has spent considerable <br />amount of time researching this ordinance and they feel it is a good <br />ordinance. If this ordinance were enacted the City would end up with <br />solid structures that would he aesthetically pleasing. He noted that <br />the City Planner had commented that this ordinance would be more <br />restrictive than any other city. <br />Page 2 <br />1 <br />1 <br />
