1 <br />1 <br />COUNCIL MEETING MARCH 9, 1987 <br />Mr. Reinert asked Mr Joyer if his opposition is that there are no pole <br />buildings allowed or that it would make building commercial buildings <br />in Lino Lakes to costly? He felt the community is growing and we <br />should be looking at upgrading the quality of construction. Mr. Joyer <br />commented that if it is the intent to improve the aesthetics or <br />concentrate on appearance then this ordinance is over reacting. It <br />could address side and back construction separately from front <br />construction. Mr. Reinert felt the City needed better standards but <br />felt he could live without another ordinance. <br />Tom Drow, 6317 Red Maple Lane - Mr. Drow asked if aesthetics was the <br />only reason for proposing this ordinance? Mayor Benson said no, it <br />was also to increase the tax base to help alleviate residential taxes. <br />He also noted that the Planning and Zoning Board felt it would bring <br />in better businesses. <br />Mr. Bisel asked," how can we get our taxes lower ?" He felt it was by <br />increasing our commercial base. He noted that Lino Lakes has only a <br />limited amount of commercial property and felt this property should be <br />used to the best advantage to reduce residential taxes. This is done <br />by increasing the quality of building on the commercial property. Mr. <br />Bisel explained that Vadnais Heights does not allow any metal building <br />on their commercial property and they have attracted good businesses. <br />Mr. Drow suggested that there be a cutoff point where buildings would <br />then be required to be built of material other than metal. <br />Russell Rehbein, Rehbein Transit - Mr. Rehbein noted that he is <br />planning to build a cold storage building to house school buses this <br />year. He currently has two buildings, one entirely'of metal and one <br />both metal and block. He explained it would be cost prohibitive for <br />him to construct a block building for the buses. He would have to <br />move his business out of Lino Lakes. <br />Ron Conway, 6280 Red Maple Lane - Mr. Conway asked Mr. Bisel if he <br />owned his own business or worked for someone else. Mr. Bisel said yes <br />to both questions. Mr. Conway asked Mr. Bisel if it was his <br />obligation to give his customer the best product at the most <br />reasonable cost? He asked then would it not be reasonable to build a <br />structure according to its use? <br />Al Robinson, A & L Sod - Mr. Robinson asked how are you going to <br />attract commercial businesses without municipal sewer and water? This <br />will draw in the businesses who will build the better buildings. <br />Mayor Benson said the Council has considered this and is preparing to <br />make these amenities available. <br />Mayor Benson noted that the comment was made to relax the ordinance <br />concerning construction on the sides and backs of buildings.
