1 <br />1 <br />067 <br />COUNCIL MEETING APRIL 13, 1987 <br />will be checked for conformance to the Shoreland Management Ordinance, <br />Flood Plain Ordinance and Septic Ordinance. The Planning and Zoning <br />Board recommended approval of this preliminary plat revision. <br />Mr. Stahlberg gave the Council and the Clerk copies of the <br />feasibility report for the improvement of Ash Street which leads to <br />this plat. He noted he has met with Mr. Adamson regarding this <br />street. Mr. Adamson agreed to participate in the improvement and <br />noted that the fill required for the improvement could come from the <br />plat. Slope easements would be required from Ramsey County and <br />landowners on the north. Mr. Adamson has agreed to pay his share of <br />the cost of improving the street and has already presented a letter of <br />credit for his share. <br />There was discussion regarding who will pay the remaining cost of the <br />improvement. Mr. Stahlberg noted that Ramsey County will pay its <br />share and suggested that the street be upgraded using Chapter 429. If <br />this process is going to be used White Bear Township wants some <br />guarantee that Ramsey County will pay and not White Bear Township. <br />Mr. Bruggeman owns several lots on the north side of Ash Street and he <br />has been notified that there may be some assessments to those lots. <br />There was discussion regarding Outlot A. Mr. Kluegel explained that <br />this was dedicated as park when the original plat was filed. Members <br />of the Council felt that this property was of no value for park <br />purposes. Mr. Volk explained that it was never intended for use as <br />park but for winter time activities such as snowmobiling or cross <br />country skiing. Mr. Stahlberg noted that easements have been provided <br />for utility purposes and storm water retention. <br />Mr. Bisel moved to approve application #86 -44 with the stipulation <br />that easements for Outlot A be secured and that all Planning and <br />Zoning Board recommendations be followed. Mr. Bohjanen seconded the <br />motion. Motion carried unanimously. <br />Mr. Bisel moved to accept the feasibility report and approve <br />Resolution No. 17 - 87 for Ash Street to Sergeant Court North and to <br />set the public hearing for May 11, 1987 at 7:30 P.M. Mr. Bohjanen <br />seconded the motion.
