136 <br />COUNCIL MEETING JUNE 8, 1987 <br />explained that horses keep getting loose and have damaged his lawn, <br />dogs continually are barking and there is considerable noise from <br />horse riders. He is also concerned because thirty five to fifty loads <br />of wood chips which have been dumped on the property. All of the <br />neighbors have pride in their property and asked the Council to place <br />a time frame on getting this property cleaned before the Conditional <br />Use Permit is extended. <br />Mrs. Kathy Sampair explained the wood chips were dropped off by NSP <br />and are intended to be used to stablize the sandy soil. NSP has <br />delivered more wood chips than what they were able to handle at the <br />time. She said she was not aware that her horses were getting on the <br />Powers property and suggested that those horses may belong to a <br />neighbor because the Sampair's do have electric fences to keep their <br />horses fenced. She also explained that NSP dented the Powers mail box <br />when dropping off a load of chips. <br />Mr. Kluegel recommended to the Council that the wood chips be mulched <br />and spread within one month. <br />Mayor Benson asked Mr. Powers if he was aware of where the horses that <br />damaged his lawn came from. Mr. Powers said he was sure they were <br />from the Sampair facility. Mrs. Sampair said she would be sure to <br />remind their riders that they must keep off of private property. <br />Mr. Marier moved to direct that the wood chips be spread within the <br />next six weeks in a manner that will not be unsightly as recommended <br />by the Building Inspector and that the horse riders be made aware that <br />they must keep off of the Powers property and to delay renewal of this <br />Conditional Use Permit for six weeks to be sure that this matter is <br />resolved. Mr. Bisel seconded the motion. Motion carried unanimously. <br />Item #49, Luther's Sport Shop, 7860 Lake Drive. Mr. Kluegel explained <br />that he and Chief Campbell have received numerous complaints regarding <br />the parking of vehicles on Lois Lane obstructing traffic when loading <br />and unloading boats. Mr. Kluegel has notified Luther's by letter and <br />in person regarding this situation and further notified them of the <br />trash complaints. <br />Mr. Bert Noren a neighbor to Luther's Marine on Lois Lane explained <br />that the dumpsters needed for this business should be four times <br />larger than what is presently on the premises. He also noted that <br />boats are assembled on the street and no attempt is made to pick up <br />the trash. Mayor Benson felt the only way to control debris at <br />Luther's was to require that all work be done inside the fence that is <br />properly screened.
