159 <br />1 <br />1 <br />1 <br />COUNCIL MEETING JUNE 22, 1987 <br />Mr. Reinert felt this may be a way of expanding the staff through the <br />back door. Mr. Schumacher explained that there is the need to <br />increase efficiency and continuity. Mr. Marier felt the City was <br />saving money in benefits by having two part time positions. Mr. <br />Reinert asked if the present part time people are happy as part time. <br />Mr. Schumacher said they were and would not work full time. <br />Mr. Reinert asked Mr. Schumacher to prepare a staff flow chart and <br />provide additional information that would support his request for a <br />full time staff member. Mr. Bisel explained that he was concerned <br />about the inefficiency of having more than one person at the front <br />desk. He noted that the present part time persons can also apply for <br />the full time position. Mayor Benson said he was of the opinion that <br />department heads should run their own departments and be responsible <br />for the efficiency of the department. The Council must acknowledge <br />agreement or disagreement with Mr. Schumacher's proposal. <br />Mr. Reinert asked for more information in terms of budget impact and <br />what type of person will be hired. He wanted to know how people fit <br />into the pattern, what it will cost for the full time staff person and <br />how he /she will impact the City. <br />Mr. Marier moved to table this item until further information is <br />prepared by Mr.Schumacher. Mr. Bohjanen seconded the motion. Motion <br />carried unanimously. <br />OLD BUSINESS <br />Appointment of Park Board Member - A vacant position on the Park Board <br />was advertised in the local papers and one application was received <br />from Robert J. Williams, 914 Lois Lane. Mr. Bisel moved to accept Mr. <br />Williams application for this position. Mr. Bohjanen seconded the <br />motion. Motion carried unanimously. <br />Knollton Kennel Update - A memorandum prepared by the Clerk was <br />included in the Council packets regarding Knollton Kennels. A <br />contract has been prepared and sent to Knollton for signatures. Kris <br />Knoll has assured the Clerk that she will have the proper insurance <br />certificate to the Clerk by June 25th so that Knollton Kennels can <br />start service on July 1, 1987. <br />$MX Track - Mayor Benson explained that a lady had called him <br />regarding this facility. Mr. Schumacher said that proper <br />documentation on the insurance carrier has not yet been received and <br />the facility is not in operation and will not be until the City <br />insurance agent is satisfied that the proper insurance is in place. <br />PAGE 11 <br />
