164 <br />COUNCIL MEETING JULY 13, 1987 <br />ization of the City Hall office staff. He referred to his 7/7/87 <br />memo, job description and office flow chart which back up his <br />recommendation to establish one full -time secretarial position <br />aand continue with part -time help of 20 hours per week (max - <br />imun). He stated that establishment of this arrangement would <br />be no more payroll (benefits extra) than now paid to 3 part- timers <br />presently on staff, but would be more efficient because the one <br />full -time position would consistently be dealing with the public, <br />answering phones, etc,; present employees to share part time hours. <br />Mr. Marier asked what prompted this recommendation. Mr. Schumacher <br />said that the work load is increasing and there is more sophisti- <br />cation in the office requiring a consistent full -time position; <br />also absenteeism causes other members of the staff to answer phones, <br />etc. When asked how much absenteeism is being experienced with the <br />present part -time employees, Mr. Schumacher said that over the <br />last year possibly one day per week the office is without a secretary <br />due to absenteeism. • <br />Mr. Marier asked how the present employees feel about this recommend- <br />ation. Mr. Schumacher said that he has discussed it with them and <br />there is a mixed reaction - some expect little impact and some <br />expect a greater impact on the office. Mr. Marier stated that he <br />is not sure that Mr. Schumacher has talked to the employees in- <br />voled and tried to iron out problems or that this arrangement will <br />make the best use of the present employees. Mr. Marier said that <br />he has seen the part -time employees respond to the needs of the <br />office and in fairness to them, this should be taken into consider- <br />ation. <br />MOTION: Mr. Bohjanen moved to approve reoganinzation of the office <br />secretarial staff as recommened in Mr. Schumacher's 7/7/87 memo. <br />Mr. Marier seconded the motion which carried with Mr. Marier opposed. <br />CONSIDERATION OF ENTERING INTO AN AGREEMENT WITH THE CITY OF <br />LEXINGTON FOR BUILDING INSPECTION SERVICES <br />Mr. Schumacher explained before the Council is a year to year <br />contract with a 60 day termination notice clause for building <br />official services limited to inspection and permit plan review . <br />This agreement does not include nuisance or—planning services, etc. <br />Mr. Kluegel stated that the city of Lexington anticipates some <br />rehabilitation work and some economic development renovation work, <br />but few actual residential permits. <br />Mr. Reinert stated that he supports shared community services, but <br />wants to be sure that each community will be adequately served to <br />avoid community relations problems. <br />PAGE 2 <br />
