165 <br />COUNCIL MEETING JULY 13, 1987 <br />IIIOTION: Mr. Marier moved to approve the contract with the City <br />f Lexington for building official services with the stipulation <br />that the understanding of the two communities is that this service <br />is limitied to "structure" only and not include nuisance, planning, <br />ect. Mr. Bohjanen seconded the motion which carried unanimously. <br />DISTRICT WATER SERVICE - PUBLIC HEARING <br />Mr. Reinert opened the public hearing for the District Water <br />Service at 7:36 P.M. There was no one in the audience to speak <br />for or against. Mr. Stahlberg gave background on this issue: <br />1 <br />The City Planner has determined that there would be too <br />great a financial impact on the City to install an elevated <br />water tank, etc. at this time to serve the proposed South <br />Reshanau Lake Estates plat and the D. Erickson 2nd Addition <br />plat.. The water tank, etc. would be more feasible with a <br />broader base to absorb the costs involved. <br />The alternative recommended is to hook up to the existing <br />system servicing Rice Lake Estates. This public hearing <br />is the first step in implementing that at an approxi- <br />mate cost of $618,000. <br />The parties affected would be the D. Erickson 2nd Addition <br />plat and the South Reshanau Lake Estates plat and the <br />existing water customers. <br />MOTION: Mr. Marier moved to close the public hearing at 7:40 P.M. <br />Mr. Bohjanen seconded the motion which carried unanimously. <br />Mr. Schumacher explained that now the 60 -day waiting period for <br />the project will begin and this issue will be brought up after <br />the waiting period. Mr. Stahlberg added that Mr. Erickson and <br />Mr. Uhde can jointly request that the 60 -day waiting period be <br />reduced to 10 days. <br />CONSIDERATION OF ENTERING INTO AN AGREEMENT FOR JOINT PLANNING - <br />ECONOMIC DEVELOPMENT SERVICES WITH WHITE BEAR TOWNSHIP <br />Mr Schumacher referred to his 7/11/87 memo and attached contract <br />for shared services of a Municipal Planner with White Bear Town- <br />ship. He also presented a chart showing the dollars spent. by <br />Lino Lakes and dollars spent by developers for planning services <br />during the last seven years, the average being a cost to the <br />City of $20,000 per year. <br />Presently White Bear Township is without a planner, having recently <br />lost theirs, and Lino Lakes is contracting planning services from <br />Iconsultant, Mr. Miller.
