166 <br />COUNCIL MEETING JULY 13, 1987 <br />hiring a planning /economic development person at a salary of <br />approximately $30,000 plus benifits of approximately $3,000. <br />Mr. Reinert was concerned that the agreement appears to state that <br />White Bear Township will pay up to 20 hours a week for the joint <br />planner. Conceivably, White Bear Township could pay only 5 hours, <br />for example, and Lino Lakes would be left carrying the burden of <br />the remaining 35 hours. He felt it imperative that White Bear <br />Township commit to half of the salary and half of the service. <br />Mr. Marier stated that even with language to avoid the situation <br />Mr. Reinert has explained, the concept may be good, but he felt <br />that the Planning and Zoning Board is happy with the consultant <br />services of Mr. Miller and he felt the present situation is <br />working well. <br />Mr. Schumacher agreed to redraft the agreement including language <br />to protect the City aagainst taking on more salary burden than • <br />would be required, and present the agreement at a later meeting. <br />ATTORNEY'S REPORT <br />None. <br />OLD BUSINESS (ADDITIONAL OLD BUSINESS LATER IN MINUTES) <br />FRANKIES ON THE LAKE- Mr. Schumacher reported that to date the <br />City has not recieved any of the required information for renewal <br />of the liquor license for Frankies On The Lake. These require- <br />ments are: $5000 bond, certificate of insurance, certificate <br />from the State of Minnesota regarding compliance with their tax <br />payment and certain tax filings, certificate from Anoka County <br />regarding payment of all property taxes and payment of the <br />liquor license. <br />A man from the audience introduced himself as the son of the <br />owner of Frankies On The Lake and explained that they are <br />restructuring their business under Chapter 11 and will provide <br />the necessary documents to reopen in the near future. <br />Knollton Kennels /Lake Animal Care • <br />Mr. Schumacher reported that although the Council approved Knoll- <br />ton Kennels to provide animal control, the contract has not been <br />awarded to date due to insurance problems. The City has just <br />learned that Knollton Kennels is out of business as of 8/1/87. <br />Lake Animal Care has provided animal control services without <br />a contract in the interim.
