au 2 <br />COUNCIL MEETING AUGUST 10, 1Y? <br />Mayor Benson noted that the Task Force worked a long time on the <br />proposed amendments and felt that. the City should continue with the <br />proposed Comp Flan until something dramatic happens. <br />Mr. Stahlberg used the overhead projector and pointed out the area <br />designated as one acre lots. He noted that it contained about 170 <br />acres. He indicated areas that could be traded if the Council wished <br />to designate this area as part of the urban sewer district. In the <br />future if the City finds that the area that was traded is needed for <br />development, the City can then go back to Met Council and point out a <br />need for enlarging the sewer area designation for Lino Lakes or ask <br />for that area to be returned. Mayor Benson expressed concern about <br />getting the sewer to that area if it were to be designated urban <br />sewer. Mr. Stahlberg said the area would be set aside now and when it <br />looks feasible, then extend the sewer. <br />After further discussion, Mr. Bisel moved to give Mr. Schumacher - <br />authorization to trade the area pointed out by Mr. Stahlberg in the <br />urban service district for the area designated by Mr. Stahlberg as one <br />acre subdivision as suggested by Met Council. The southeast corner of <br />Lino Lakes designated as two and one half acre subdivision would <br />remain in the Comp Plan even though FHA financing may not be available <br />to the potential home builder. Mr. Bohjanen seconded the motion. Mr. <br />Joyer from the audience asked for clarification of the area. <br />Voting on the motion, motion carried unanimously. <br />Mr. Lindquist from the audience congratulated the Council for their <br />decision. He noted he owned land in the southeast corner of Lino Lakes <br />and was looking at subdividing. <br />1 <br />CONSIDERATION OF THE ECONOMIC DEVELOPMENT COMMITTEE'S RECOMMENDATION <br />TO ACCEPT COOPERS AND LYBRAND'S' STRATEGIC PLANNING PROPOSAL <br />Mr. Schumacher explained that the Economic Development Committee has <br />met several times and feel that to do their job properly they need a <br />strategic plan for economic development. The committee has accepted <br />proposals from several companies and recommends that the Council <br />accept the Coopers and Lybrand proposal. Mr. Bisel said this proposal <br />would give the Council a chance to be pro- active instead of re- active. <br />Mayor Benson said he felt the Council should support the Economic <br />Development Committee in their efforts. Mr. Reinert.notecl that <br />several years ago the Council commissioned a market analysis study for <br />Lino Lakes. Mr. Schumacher said this will be incorporated into the <br />Coopers and Lybrand proposal. <br />Mr. Bisel proved to approve the recommendation of the Economic <br />Development Committee and use Coopers and Lybrand to help assist the <br />PAGE 13 <br />
