Reinert said he had recently read r,e_wp;ipe'r articles about this <br />facility and it seemed to him that something is already put in place <br />behind the scenes and has only recently surfaced. He suggested t.h.:it <br />the residents contact County Commissioner, Margaret Langfeld to <br />determine what her position is on the matter since this will require <br />some County expenditures. <br />Mr. Dahl explained that this facility will greatly affect Lino Lake: <br />and he felt this City should have some input especially to the <br />Metropolitan Council since they must review the proposal. <br />Mr. Schumacher explained that the EAW will he given to the City <br />Planner and he will review it and make recommendations for this <br />Council to follow. He felt it would not be appropriate for the <br />Council to comment until it is determined what affect the f:tcil <br />will have on Lino Lakes. <br />Mr. Dahl explained that the Lino Lakes citizens he has contacted fe =1 t <br />that they have little impact on matters such as this, however this <br />Council could have a greater impact especially with Met Council. He <br />asked the Council to express their opposition. <br />Mr. Reinert asked Mir. Hawkins if there were any laws that would <br />require another city to notify an adjoining city when a facility such <br />as this is proposed. yr. Hawkins said no, notification must he made <br />when environmental laws are concerned. Mr. Reinert noted that when <br />Blaine was working to attract :the race track, Blaine officials were <br />before this Council requesting support, why didn't they do the sane <br />for this facility? Mr. Bise_i asked who is supporting this facility. <br />Mr. Dahl explained that it is supported by 10.5 million dollars of <br />private money and about. 3.5 million dollars of tax increment financing <br />by Blaine. <br />Mary Schmuland, 212 Ulmer Drive - Mrs. Schmuland expressed concern <br />that Blaine was establishing this facility without even consulting <br />Lino Lakes and addressing the concerns of the neighboring c.i t izens. <br />The citizens are overwhelmingly opposed to this facility. Petitions <br />are now being circulated and she said the citizens want to know what <br />this Council will do to protect Lino Lakes citizens. <br />PAGE 2 <br />
