1 <br />COUNCIL MEETING <br />September 8, 1986 <br />Page Ten <br />CONSIDERATION OF A PROPOSAL FOR AMBULANCE SERVICE FROM HEALTH CENTRAL <br />Mr. Gary Michurski representing Emergency Medical Services (Health <br />Central presented a proposal to the City Council regarding establish- <br />ing an Advance Life Support (paramedic) Ambulance Service in the <br />Centennial fire district. Mr.Michurski said he would prefer placing <br />the ambulance in the Circle Pines fire barn as this site would offer <br />the most flexibility and keep response time to a minimum in the area <br />they serve. However, the ambulance could be placed in the Lino Lakes <br />fire hall if so desired by the Council. He further described the <br />service which could begin in late November. This would be a twenty <br />four hour service, seven days a week. <br />Mr. Michurski was asked why he was making this proposal now, after <br />District Memorial Hospital (DMH) has already made their proposal. <br />Mr. Michurski said he was suprised to hear of DMH's proposal since_ <br />his firm has already been servicing this area for some time and felt <br />there must be some concerns. <br />Mr. Barry Mattson of DMH asked if this proposed base would be ded- <br />icated to Lino Lakes. Mr. Michurski explained that during peak <br />times the vehicle may be moved to cover in other areas. There are <br />presently six crews working during the day operating from Mercy and <br />Unity Hospitals, New Brighton, Blaine, Shoreview and Roseville. <br />Presently, three crews are working at night. <br />IMr. Mattson asked if the Lino Lakes base unit would be used to tran- <br />sfer patients. Mr. Michurski said if there was to be a number of <br />patient transfers, another crew would be added. <br />Mr. Marier moved to table this item until the fire district can give <br />their recommendations, so the Council can have an opportunity to <br />read the material presented to them tonight and to have both service <br />providers give the Council information regarding where the vehicle <br />will be located, what would be the responsibility for storage and <br />the cost of storing the vehicle. Mr. Bisel seconded the motion. <br />Motion carried unanimiously. <br />CONSIDERATION OF AN AGREEMENT BETWEEN CIRCLE PINES PUBLIC UTILITY <br />COMMISSION AND LINO LAKES CONCERNING RICE LAKE ESTATES IMPROVEMENTS <br />Mr. Schumacher explained he had received a proposed agreement from <br />Circle Pines which includes several dollar figures that Lino Lakes <br />is supposed to commit to as a guarantee to Circle Pines. This is <br />beyond what the Lino Lakes City Council has Agreed to previously <br />and Mr. Schumacher is recommending that the agreement be amended. <br />Mr. Hawkins has submitted a letter of review of the proposed agree- <br />ment and also recommends amendments. <br />IMr. Marier moved that since the Lino Lakes City Council has already <br />approved a motion to support Lino Lake's responsibility to the pro- <br />ject (dollars) and have indicated that Lino Lakes could be responsible <br />for some reasonable interest payments, to tell the negotiating comm- <br />ittee that no further direction is needed than what has already been <br />committed to. Inform the committee that this Council has already <br />taken action on a proposed agreement and have asked for a document <br />
