COUNCIL MEETING <br />September 8, 1986 <br />Page Eleven <br />that indicates this City supports the expenditures for the construct- <br />ion in Rice Lake Estates and that this City would honor this if the <br />project defaulted. Mr. Bisel seconded the motion. <br />Mr. Bisel was concerned and said he would not support anymore motions <br />on this issue. <br />Mr. Marier noted that there are rules of the Public Utility Commission <br />that must be followed imthis matter. Mr. Bohjanen was concerned <br />because he felt the Council had not received all the facts from the <br />Circle Pines Utility Commission. <br />Voting on the motion, motion carried with Mr. Bohjanen voting, no. <br />BILL - BETZLER- REPAIR OF ASH STREET. <br />Mr. Betzler representing John Bloomquist told the Council that Mr. <br />Bloomquist is now selling lots in the Arbor Lakes Addition just off <br />of Ash Street (County Road J). There is approximately seven tenths <br />of that street that is in need of extensive repair and he would like <br />to request that this street be considered when preparing the budget <br />requests for street repair this fall. Mr. Betzler is aware that <br />this street is a county and city boundary street and that jurisdict- <br />ion has not been established. He is also aware of the manner in <br />which the eastern portion of this street was repaired some time ago. <br />Mr. Marier told Mr. Betzler that when the first section was repaired <br />this Council also said they would not be responsible for further re- <br />pair. <br />Mayor Benson noted the Ramsey County Regional Park on the south <br />side of the street and asked that Mr. Betzler contact Mr. Kluegel <br />and Mr. Volk to determine what the park plans for the future entrances <br />to the park so that possibly some financial aid could be obtained in <br />that area. He also said he would like to hear from White Bear Township <br />and Anoka County as to there responsibility in this area. <br />ENGINEER'S REPORT - RON STALLBERG <br />A. Consideration of 4th Avenue Bids - Mr. Stallberg told the Council <br />that bids had been received and Forest Lake Contracting is the low <br />bidder. He asked that the Council award the bid after the State Aid <br />division approves the plans. Mr. Hawkins noted that the quick take <br />of the needed easements will not be finalized until after September <br />25th. <br />Mr. Marier said there may be a question concerning the LeBlond ease- <br />ment for the westerly drainage pipe. Mr. Hawkins and Mr. Stallberg <br />were asked to resolve this situation. <br />013 <br />B. West Shadow Lake Drive (7th Avenue) Update - Mr. Stallberg told <br />the Council that the preliminary surveys and the reports of the soils <br />crew are nearly completed. Mr. Marier had a question regarding the <br />engineering cost estimate and Mr. Stallber outlined the manner in <br />which the estimate was determined. Mr. Stallberg will have cost estimates <br />
