COUNCIL MEETING <br />September 8, 1986 <br />Page Six <br />IThe proposed assessment rates are: sanitary sewer lateral, <br />$32.41 /foot; sanitary sewer stub, $1,082; trunk charge, $705.00; <br />watermain lateral is $13.80 /foot; connection to water main is <br />$2,453; watermain trunk, $2,196 and street drainage is $41.64 /foot. <br />Mr. Schumacher explained there is Community Development Block Funds <br />available for citizens who qualify as low income. Letters will be <br />sent to these individuals. <br />Arvin Gearman, Rice Lake Estates - Mr. Gearman was concerned how much <br />each parcel is assessed in the entire project. He asked how much <br />Rice Lake Estates is to pay for water and sewer and how much the bal- <br />ance of the area is paying. Is Rice Lake Estates paying their fair <br />share or is Rice Lake Estates paying too much compared to the balance <br />of the area. Mr. Stallberg explained exactly what Rice Lake Estates <br />assessments consisted of and said the oversizing of the lines was <br />spread over the entire project. <br />006 <br />Allan Ulmer - Ulmers Rice Lake Addition - Mr. Ulmer asked why his area <br />was being assessed when the services will not be brought up to his <br />property. Mr. Stallberg explained that the lines were oversized so <br />that services could be extended to service his plat when it is approved. <br />IMr. Ulmer asked how it could benefit him when the Council turned down <br />his plat and asked who decided where to stop the utilities and assess <br />it against 80 -90 acres and not 500 acres as originally planned. Mr. <br />Schumacher explained how the original projects had included much more <br />land, however these developers dropped out. Mr. Ulmer had sent the <br />City a letter requesting services and based on that letter and the <br />plat that was submitted the area for services was determined. Mr. <br />Ulmer asked how can the City assess his property when the City turned <br />down his project. Mr. Stallberg told Mr. Ulmer he was getting as- <br />sessed for the future benefits for the trunk main and connection <br />charges and well and water supply. Now the services can be extended <br />to his property where formerly it could not be etended. <br />Mr. Ulmer asked if the City had received his letter protesting his <br />assessment. Mayor Benson said yes. Mr. Ulmer asked if he is still <br />being assessed. Mayor Benson said yes. Mr. Ulmer said he would <br />proceed with a lawsuit against the City because the City cannot <br />assess property when they turned down the plat. <br />Mr. Gearman had further questions as to what:made up his assessments <br />and what the assessments are for the other properties. Mr. Schumacher <br />explained he had the Clerk run the assessment schedule for all the <br />property owners except Rice Lake Estates because Mr. Gearman had not <br />asked for Rice Lake Estates. Mrs. Anderson said she would run a copy <br />of Rice Lake Estates for him. <br />
