026 <br />COUNCIL MEETING <br />September 22, 1986 <br />Page Ten <br />IFrom the audience - What was the cost of the shuttle service this <br />spring? Mr. Volk said approximately $15,000.00. It was noted that <br />the shuttle service was a lot cheaper than the proposed improvement. <br />Mayor Benson stated the proposed improvement was in response to the <br />petition from some of the residents of West Shadow Lake Drive. He <br />also noted that spring flooding causes further problems in that area <br />in that emergency vehicles may not be able to get to a fire or med- <br />ical emergency. <br />Mr. Smith said that at the meeting this spring it was noted that Lino <br />Lakes has $300,000.00 in the MSA road fund that must be spent or Lino <br />Lakes will lose it. Mr. Stahlberg explained there are other areas <br />eligible for MSA funding, the money will not be lost. <br />George Gatwald - Mr. Gatwald' felt there were other areas of the City <br />where this money could be used for the benefit of more people. He <br />said it was not practical to install curb and gutters in an area <br />where there is no municipal services when the area will have to be <br />reconstructed when such services become available. He also said the <br />-City is now proposing to assess the residents for an improvement on <br />a road that was built by Jandric and never cost the City anything. <br />He noted the City has never assessed anyone for streets before. <br />Also, Mr. Gatwald noted that the street is a dead end road, there <br />IIwill never be more than sixty -seven residences and could not see a <br />eason for a nine ton road. <br />r. Reinert noted the Council was acting in response to the citizens <br />concerns. If the solution is too expensive and the people do not want <br />to proceed with the improvement, the Council will comply. <br />Question from the audience - Is it likely that sewer and water will be <br />extended into the West-Shadow Lake area? Mayor Benson_said it would <br />be difficult to tell, however he felt if services were needed they <br />would be extended from Black Duck Drive along the north side of the <br />lake. <br />Ron Jaworski - Is the City obligated to provide shuttle service during <br />flooding? Mayor Benson said no but probably would. <br />Question from the audience - Only about one- third of the proposed <br />improvement was under water, why are you proposing to improve such a <br />long stretch. Mr. Davidson explained a landing area was needed to <br />achieve the elevation necessary to keep the road above the high water <br />line. <br />Pat Smith explained the interest of the petition was to find a cost <br />effective plan to solve the flooding problem. <br />I uestion from the audience - Does the City have any influence with RCWD <br />o convince them that Lino Lakes should not kge a holding pond for <br />his entire area. Mayor Benson said no and explained the problems <br />downstream. <br />
