025 <br />COUNCIL MEETING <br />September 22, 1986 <br />Page Nine <br />r. Houle explained a problem that occurred with his property when <br />he freeway was constructed. Mr. Davidson suggested that this be <br />orked out with the County Engineer. Question from the audience - <br />hen will construction take place? Mr. Davidson explained it is <br />scheduled for spring of 1987. Mr. Marier explained if the right -of- <br />way is not given and the City will have to purchase it, then there <br />will be assessments. <br />There was a question regarding the width of the ditches. Mr. David- <br />son said the final designs have not been completed and this would <br />not be known until then. <br />Mr. Reinert moved to close the public hearing at 9:37 P.M. Mr. Boh- <br />janen seconded the motion. Motion carried unanimously. <br />IMPROVEMENT HEARING - WEST SHADOW LAKE DRIVE - RON STAHLBERG <br />Mayor Benson opened the public hearing at 9:38 P.M. Mr. Stahlberg <br />explained the background of this project; the spring flooding and the <br />petition to have the City improve the area so that the street would . <br />not be flooded again. <br />Mr. Stahlberg explained that the proposed plan is to keep to the pres- <br />ent right -of -way as much as possible and yet still meet MSA guidelines <br />.he plan includes raising the road at the creek approximately two feet <br />igher than the high water on Reshanau Lake. Permits will be required <br />rom DNR and RCWD. Mr. Volk had performed a traffic count one week- <br />end earlier this summer and found that 1400 vehicles used that road <br />on that particular two -day weekend. There was discussion regarding <br />Anoka County contributing to the financing of the improvements. Mr. <br />Schumacher explained the County is planning to provide their own_ac -- <br />cess to the golf-Course-in two-or three-years.-7-He did -= not :know_s -f <br />the County will :terminate -the -golf - course access- from-West-:-Shadow- <br />Lake Drive. <br />Pat Smith - Mr. Smith asked if there was anything the City could do <br />to encourage the County to terminate the West Shadow Lake Drive ac- <br />cess to the golf course. Mr. Davidson said nothing, West Shadow is <br />a-public street. <br />Question from the audience - Will there be any assessments? Mayor <br />Benson said the policy has not yet been determined, but it is likely <br />there will be some assessments. <br />From the audience - Don't you think this is overkill, why not just <br />raise-the road? Mayor Benson explained if the City wishes to finance <br />the improvement with MSA funds the improvement must conform to MSA <br />Itandards. Mr. Davidson said the City could raise the road but then <br />he entire cost would have to be assessed back to the residents. <br />ayor Benson noted that the proposed new entry to the golf course was <br />under water for a longer period of time last spring than was West <br />Shadow Lake Drive. <br />
