Mr. Stahlberg <br />will tell Blaine of the concerns listed tonight and see if anything <br />can be done to make the street passable. <br />Mr. Volk explained that Anoka County is required to provide a bit- <br />uminous surface for the winter months. Therefore if the utility in- <br />stallation is not complete a temporary surface will be provided. <br />Question from the audience; Are they liable for a resident getting <br />to his home? Mayor Benson staid the City Engineer would take this <br />matter up with Blaine and Anoka County. <br />Has there been arrangements made for paying the sewer and water costs <br />through assessments on the property? Mr. Schumacher explained the <br />City will bond for and assess the $1,030.00 per lot street costs. <br />If the Council agrees and if 15 to 20 residents are interested, the <br />City could bond and assess the sewer and water costs. The Clerk <br />was asked to contact each resident and ask, if they wish to have the <br />sewer and water costs of approximately $4,225.00 assessed to their <br />property. <br />-Mr. Bisel moved to close the public hearing at 8:08 P.M. Mr. Bohjanen <br />seconded the motion. Motion carried unanimously. <br />litMr. Marier moved to adopt Resolution #40 -86 and dispense with the <br />eading. Mr. Bisel seconded the motion. Motion carried unanimously. <br />CITY OF LINO LAKES - <br />RESOLUTION --#40 — 86 -- <br />WHEREAS., pursuant to proper notice duly given as required by law, <br />the Council has met and_heard' and passed upon all objections to the <br />proposed assessment for the improvement of Sunset Road between North <br />Road and 35W to include installation of municipal water, sanitary <br />sewer, storm sewers and improvement of the street. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LINO LAKES, <br />MINNESOTA: <br />L. Such proposed assessment, a copy-of which is attached hereto and <br />made a part hereof, is hereby accepted and shall constitute the <br />special assessment against the lands named therein, and each tract <br />of land therein included in hereby found to be benefited by the <br />proposed improvement in the amount of the assessment levied ag- <br />ainst it. <br />2. Such assessment shall be payable in equal annual installments <br />extending over a period of ten years, the first of the install- <br />ments to be payable on or before the first Monday in January, <br />1987 and shall bear interest at the rate of ten per cent annum <br />from the date of the adoption of this assessment resolution. <br />To the first installment shall be added interest on the entire <br />assessment from the date of this resolution until December 31, <br />1986. To each subsequent installment when due shall be added <br />interest for one year on all unpaid installments. <br />
