The owner of any property so assessed may, at any time prior to <br />certification.of the assessment to the county auditor, pay the <br />whole of the assessment on such property, with interest accrued <br />to the date of payment, to the City Treasurer, except that no <br />interest shall be charged if the entire assessment is paid within <br />30 days from the adoption of this resolution; and he may, at any <br />time thereafter, pay to the City Treasurer the entire amount <br />of the assessment remaining unpaid, with interest accrued to <br />December 31 of the year in which such payment is made. Such <br />payment must be made before November 15 or interest will be <br />charged through December 31 of the next succeeding year. <br />4. The Clerk shall forthwith transmit a certified duplicate of this <br />assessment to the county auditor to be extended on the proper <br />tax lists of the county, and such assessments shall be collected <br />and paid over in the same manner as other municipal taxes. <br />Adopted by the Lino Lakes City Council this twenty second day of <br />September, 1986. <br />Benjamin G. Kluegel explained that <br />passage of this- ordinance -would allow -car -wash facilities in every - <br />area zoned General Business on a- conditional - use-basis. _This had <br />been considered-by the Council previously then returned to the <br />-- - <br />Planning and Zoning Board for further information. The Planning <br />and Zoning Board felt that the information requested was not approp- <br />riate at this time since they are not looking at any particular inst- <br />allation only at a code change. <br />Mr. Bisel was concerned about ground water contamination from car <br />washes without sanitary sewer. Mayor Benson suggested rewriting the <br />proposed ordinance to limit car washes in the General Business zone <br />to areas with sanitary sewer. <br />After further discussion, Mr. Bisel moved to return this ordinance <br />for further study and have it rewritten to include car washes in Gen- <br />eral Business Zones in sewered areas only.
