024 <br />COUNCIL MEETING <br />September 22, 1986 <br />Page Eight <br />r. Schumacher asked Mr. Kluegel to outline the exterior storage <br />ortion of Mr. Volters conditional use permit. Mr. Kluegel explained <br />that Mr. Wolters is allowed up to ten vehicles, but no other parts <br />or products. The first conditional use permit stated there would be <br />no exterior storage on the south side of the building. <br />The Council expressed concern regarding the appearance of the new <br />construction and the need for a landscape plan. Mr. Wolters said <br />he would construct an entry to the office building and dress up the <br />front of the building by placing brick in the front of the building <br />as well as enlarging the windows and putting cedar on the old build- <br />ing. <br />Air. Bisel moved to close the public hearing at 9:12 P.M. Mr. Marier <br />seconded the motion. Motion carried unanimously. <br />Mr. Bohjanen moved to approve the amended conditional use permit with <br />the stipulation that the front be bricked up to just below the windows <br />with cedar stakes along the full length of the building and dress up <br />the entry with brick or pillars and conform to the site plan and com- <br />plete the landscaping to include the required size trees and to in- <br />clude the recommendations of the Planning and Zoning Board. Mr. Marier <br />seconded the motion. Motion passed unanimously. <br />litMPROVEMENT HEARING - 80TH STREET - RON STAHLBERG <br />ayor Benson opened the public hearing at 9:15 P.M. Mr. Stahlberg <br />described the background of this project. The City will replace the <br />bridge over Hardwood Creek using MSA bridge funds and the turn of the <br />street over to Anoka-County. The County will reconstruct the street <br />to their standards. The City's responsibility is to provide the re- <br />quired right -of- way._. Property owners will be asked to give the re- <br />quired right -of -way to the City. <br />Question from the audience - Is it possible to get the required right - <br />of -way from only one side of the street? Mr. Davidson said no. Mr. <br />Stahlberg said there will be some trees removed for this project. <br />Mr. Marier said that originally it had been discussed regarding keeping <br />the original 66 feet right -of -way. Mr. Davidson said the improvement <br />will have to meet state aid requirements to be eligible for funding, <br />therefore additional easements will be required. He said the residents <br />could talk to the County Engineer to determine if the plan can be <br />varied so as not to remove trees. <br />Question from the audience - Are we going to be 'assessed? Mr. Davidson <br />explained that the present policy is no assessment. <br />IIIrs. Carlson pointed out an area where culverts were placed under <br />0th Street. Mr. Stahlberg explained the culverts will probably be <br />eplaced. Mrs. Carlson questioned if it was legal for the City to <br />dump more water onto her property. <br />
