1 <br />1 <br />1 <br />COUNCIL MEETING <br />January 26, 1987 <br />PLANNING AND ZONING REPORT <br />House move -in, Robert Lichtscheidl - Mr. Kluegel explained <br />Mr. Lichtscheidl has requested a permit to move a house from <br />Roseville to his lot on Laurene Avenue. The house is twenty - <br />three years old, 1,110 square feet and meets all of the require- <br />ments of the Code. The structure is in excellent condition <br />and is compatible with the present homes. The house movers <br />are properly licensed and bonded. The P & Z Board has recommended <br />approval of this request. <br />Mr. Marier moved to approve the request for a house move -in <br />permit for Mr. Lichtscheidl. Mr. Bisel seconded the motion. <br />Motion carried unanimously. <br />Ordinance No. 17 -86, Second Reading, Central Business - Mr. <br />Schumacher explained that the P & Z Board met January 21, <br />1987, and considered this ordinance. The first reading had <br />been held at the Council and then it was forwarded to the <br />P & Z Board for their consideration. The Board felt this <br />ordinance needed more consideration and asked that a variance <br />be granted to Ross' Liquors until this ordinance was researched <br />and comments made. If the Council would not approve the <br />variance, then the P & Z would endorse the ordinance. <br />Mr. Reinert felt that a variance would be in order now until <br />it can be determined how the Central Business District will <br />fit into the City. Mr. Schumacher explained it was the intent <br />of the Planner to use this district when considering renewal <br />of older existing structures. Mr. Bisel noted that there <br />are six conditions that must be met before a variance can <br />be granted. The Ross proposal did not fit into this situation. <br />He did not see a problem with the Central Business District. <br />Mr. Marier felt more time and consideration should be given <br />to forming this district. <br />Mr. Marier moved to grant Ross' Liquors a variance, noting <br />this variance will not bestow special privileges on Ross' <br />Liquors because of these special circumstances: Anoka <br />County is taking additional easement from this property and <br />this action would create a hardship by proposing a retaining <br />wall which will restrict access to the business, disrupt <br />snow removal, and cause the present building to be non - conforming <br />regarding set -back requirements and create additional hardship <br />by making it impossible for the owner to meet all aspects <br />of the City Code. Mr. Bohjanen seconded the motion. <br />104 <br />
