COUNCIL MEETING <br />January 26, 1987 <br />Mr. Bisel asked Mr. Hawkins if all the criteria in the variance <br />code was met by this motion. Mr. Hawkins said he could not <br />tell the Council what route to take regarding Ross' Liquors, <br />however, the criteria applied to this variance must be applied <br />throughout the City. <br />Mayor Benson said that since the proposal submitted by the <br />County is hazardous and granting the variance is not due <br />to an economic situation, the Council is not conferring any <br />special privileges. <br />Voting on the motion, motion carried unanimously. <br />Mr. Marier moved to include the second reading of Ordinance <br />#17 -86 in the decision with the Comprehensive Lane Use Plan <br />Amendments. Mr. Bisel seconded the motion. Motion carried <br />unanimously. <br />Ordinance #17 -86 is to be returned to the P & Z Board to <br />be reviewed. <br />Ross' Liquors, Site and Building Plan - Mr. Bisel moved to <br />approve the site and building plan. Mr. Bohjanen seconded <br />the motion. Motion carried unanimously. <br />Set Public Hearing, Comprehensive Land Use Plan Amendments - <br />Mr. Marier moved to set the public hearing for 7:30 PM, February <br />9, 1987. Mr. Bisel seconded the motion. Motion carried <br />unanimously. <br />After determining that the publishing requirements cannot <br />be met for the 9th, Mr. Bohjanen moved to amend the motion <br />to read 7:30 PM, February 23, 1987. Mr. Reinert seconded <br />the moti_.cn. Motion carried unanimously. <br />ENGINEER'S REPORT - RON STAHLBERG <br />Shoreview Joint Powers Agreement - Mr. Davidson and Mr. Schumacher <br />met with Shoreview some time ago to prepare a joint powers <br />agreement that will allow extension of sewer and water into <br />Lino Lakes from Shoreview. Mr. Hawkins had reviewed the agreement <br />and had recommended some changes. The changes were suggested to <br />Shoreview and they felt they were not significant enough to change <br />the agreement. The matter died at that point. <br />Recently there has been several requests to extend services from <br />Shoreview. Mr. Stahlberg explained he would recommend that utility <br />services be extended rather than allow installation of wells and <br />septic systems. Mayor Benson reminded the Council that the Council <br />held hearings several years ago on utilities in this area, but the <br />citizens felt it was too costly. <br />1 <br />1 <br />
