COUNCIL MINUTES <br />five acre parcels, one fronting on Hodgson Road would contain his home <br />and the second parcel would front on Ware Road and be sold for the <br />construction of a new house. The prospective owner plans to build on <br />a portion that is higher and will support the construction of a home <br />and eventually hook up to the Shoreview water and sewer when it <br />becomes available. He is already pursuing this possibility. The <br />proposed subdivision meets all the requirements of the City code and <br />was approved by the Planning and Zoning Board with one no vote. <br />Mayor Benson and Mr. Reinert were concerned about the natural <br />restrictions of the lot, namely high water table. Mr. Reinert asked <br />what would be done if sewer and water could not be brought from <br />Shoreview for some time. Mr. Kluegel explained that the building site <br />would support a mound septic system. Mr. McShannock explained he had <br />lived on the property for 35 years and the portion where the new house <br />was to be constructed was as high as the land where his house is <br />located. Mr. Marier wanted the prospective buyer to be aware that <br />the driveway would be approximately 450 feet long and bringing <br />utilities to the house would <br />be costly. <br />Mr. Marier moved to approve the recommendation of the Planning and <br />Zoning Board with the stipulation that all aspects of the Planner and <br />Engineer be followed to the letter. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. <br />Minor Subdivision, Vernon Wahlberg - Mr. Wahlberg asked that this item <br />be taken from the Council agenda. <br />Site and Building Plan Review - Custom Manufacturing and Engineering, <br />Inc. - Mr. Kluegel explained this is a proposal to build a 90' x 182' <br />building in the Lino Industrial Park. The building will house a <br />plastic injection moulding plant and be constructed out of concrete <br />panels. A fifteen hundred gallon septic tank and fifteen hundred <br />square feet of drainfield will be required. The firm will employ <br />fifty people and will emit no toxic waste. An escrow will be required <br />to insure the completion of paving and seeding by September, 1988. <br />Mr. Bisel moved to approve Planning and Zoning application #87 -04 <br />submitted by Custom Manufacturing, Inc. to include the stipulations <br />outlined by the Planning and Zoning Board. Mr. Reinert seconded the <br />motion. Motion carried unanimously. <br />Ordinance No. 05 - 86, Building Standards, First Reading - Mr. <br />Kluegel explained that this ordinance had been considered earlier in <br />1986 and several people from the audience had expressed their concern <br />because of the restrictive nature of the ordinance. The ordinance was <br />returned to the Planning and Zoning Board for further study and <br />changes were made as recommended by the City Planner. <br />
