COUNCIL MEETING DECEMBER 14, 1987 <br />favorable recommendation on the concept and also was concerned about <br />the time. They asked for more time and asked to visit with the <br />Council. They made no recommendation for changes in either the map <br />text. Mr. Miller explained he has prepared a map of possible <br />executive housing districts overlayed on the zoning map. Executive <br />housing districts will be located in three different residential <br />zones. Mayor Benson asked what criteria was used to determine areas <br />designated as executive housing? Mr. Miller said that the map is a <br />combination of suggestions from a number of Board Members and Council <br />Members. Mayor Benson asked if executive multifamily housing was <br />considered? Mr. Miller said not at this time. The Planning and <br />Zoning Board has indicated that they would like to consider this <br />possibility. <br />Mr. Reinert asked if square footage was the main consideration for <br />executive housing. Mr. Miller said yes because there is a very strong <br />correlation between larger homes and executive homes. Mr. Reinert <br />suggested that possibly someone would rather build a smaller but more <br />expensive type of home. Mr. Miller said that if there were a number <br />of requests for this type of housing the City could work with the <br />developer. <br />Mayor Benson suggested it may be wise to look at higher density <br />housing in some of the executive housing areas. Mr. Miller said he <br />would take a look at this. Mr. Miller said the key to getting <br />executive housing in multifamily areas is to require stricter <br />standards. He noted that quality attracts people. Mr. Miller felt <br />that most of the activity in the executive housing areas will be wit <br />single family housing. <br />Mr. Miller noted that the Planning and Zoning Board was looking at a <br />six month review of the executive housing districts and requirements. <br />Mayor Benson and Mr. Reinert felt that this would bring enactment of <br />the codes too far into the 1988 building season. Mr. Marier suggested <br />that six months was extending finalization too far since the <br />preliminary work has been done and all bodies have had an opportunity <br />for input. He noted that multifamily housing and retirement housing <br />may need further consideration and he also was concerned about the <br />planned use of lands around the lakes. Mayor Benson said that the <br />proposed sites for executive housing could be viewed on January 9th <br />when the City wide tour is conducted. This may be a good time to get <br />reaction to multifamily housing areas. <br />Mr. Marier moved to accept the recommendations of the Planner leaving <br />allowance for expansion of the program with the P & Z Board after the <br />tour of the City and welcome the P & Z Board and Council's input.
