Motion carried <br />unanimously. <br />Mr. Schumacher asked if this is considered the first reading of the <br />ordinance to increase standards and designate executive housing <br />districts. Mr. Hawkins said no. This should be in ordinance form and <br />proper advertising and notifications must be completed as required in <br />the City Charter. If the Council wishes to amend the City Code this <br />must be in ordinance form and must have two readings in front of the <br />Council and passed by a four - fifths vote of the Council. <br />Mr. Marier noted that the Planner now has the authority to draw up the <br />ordinance and have it before the Council for the next regular meeting. <br />Mayor Benson suggested the following timing: January 13, 1988, P & Z <br />Board review; January 25, 1988, public hearing and first reading <br />before the Council and February 8, 1988, the second reading before the <br />Council. The ordinance will then be published on February 16, 1988 <br />and become effective on March 17, 1988. <br />Mr. Bisel moved to have the ordinance prepared by Mr. Miller for P & Z <br />review on January 13, 1988 and to set a public hearing for January 25, <br />1988 at 7:30 P.M. Mr. Bohjanen seconded the motion. Motion carried <br />unanimously. <br />Second Reading. Ordinance No. 21 - 87 - Mr. Marier moved to approve <br />the second reading of Ordinance No. 21 - 87 and asked the Clerk to <br />read the Ordinance. Mr. Bohjanen seconded the motion. Mrs. Anderson <br />read the Ordinance. Motion carried unanimously. This Ordinance is <br />printed in the November 23, 1987 Council minutes. <br />First Reading, Park Dedication Ordinance Amendment, No. 22 - 87 - Mr. <br />Miller explained that the Park Board asked him to check with other <br />communities regarding land and cash donations from developers. He <br />used the overhead projector to show requirements in other communities. <br />He'noted that Centerville was the only metro community that had a <br />lower donation requirement than Lino Lakes. <br />The Park Board is recommending that the Council adopt Ordinance No. 22 <br />- 87 increasing the park dedication and adding language that would <br />require payment of the cash donation prior to signatures on a proposed <br />plat. The reason for this requirement is so there would be money to <br />work on that particular park before the new users move into the area. <br />The Park Board had recommended no change for industrial and business <br />districts requirements since they were comparable to other metro <br />municipalities. Mayor Benson suggested locating ballfields in zones <br />other than residential zones since they do attract large groups of <br />people and can cause considerable noise. <br />PAGE 3 <br />
