146 <br />COUNCIL MEETING JANUARY 11, 1988 <br />M. S. A. Update - The estimated allotment for 1988 is <br />$264,854 and this may change when final numbers are <br />available. Mr. Stahlberg noted that approximately 1.37 <br />miles can be added to the City State Aid System and <br />recommended that an area between Birch Street and 62nd <br />Street be added to the system. There was discussion as to <br />where the next M.S.A project will be (2nd Avenue) and noted <br />a feasibility study has been ordered for that area. The <br />feasibility study will be presented at the next Council <br />meeting or possibly the February 8th meeting. <br />ATTORNEY'S REPORT - BILL HAWKINS <br />Mr. Hawkins did not have a report. <br />BUILDING INSPECTOR'S REPORT - PETE KLUEGEL <br />Report Regarding Problem Areas with Parking of Semitruck <br />Trailer, Second Reading of Ordinance No. 06 - 87 - Mr. <br />Kluegel has prepared a list of areas where there are <br />ordinance violations regarding truck and trailer parking. <br />Mr. Reinert moved to adopt the second reading of Ordinance <br />No. 06 - 87. Mr. Bisel seconded the motion. <br />Mr. Bisel asked if this ordinance were to be adopted would <br />Mr. Cheesebrough of 7655 - 4th Avenue be in violation? Mr. <br />Kluegel explained that he is already in violation of the <br />current ordinance. Mr. Kluegel noted that all on the list <br />are in violation of the current ordinance. Mr. Bisel <br />expressed concern because in most instances the livelihood <br />of these residents depends on the truck and trailer. Mr. <br />Bohjanen noted that most of these vehicles were parked on <br />large lots. Mayor Benson commented on some of the concerns <br />noted on the January 9th tour regarding exterior storage <br />problems and unsightly items. Looking at the future <br />development of this City, he noted that at some point in <br />time the City is going to have to say these are the rules. <br />Mr. Bisel noted a very large boat parked on a small <br />residential lot. He asked if this large boat was any <br />different than the semitruck being used by an individual for <br />his livelihood? He asked if this City was being too <br />restrictive? Mr. Schumacher noted that in some cases such <br />as the Cheesebrough property, the property could be rezoned. <br />Mr. Bisel suggested using the Conditional Use Permit method <br />of control. He noted that there must be something available <br />to deal with this situation. Mayor Benson noted that the <br />real concern is for just a few residents who earn a living <br />with their semitruck and suggested going the permit route. <br />PAGE 12 <br />
