1 <br />1 <br />1 <br />COUNCIL MEETING JANUARY 11, 1988 <br />its current project and there will be openings for new <br />committees. <br />Council Liaisons - Mayor Benson directed that liasons remain <br />as in 1987. He explained this should establish some <br />continuity. <br />Fiscal Agent - Mr. Schumacher explained that Springsted, <br />Inc. has been the fiscal agent for Lino Lakes for a long <br />time. There has been no problem with this firm. The City <br />has also used Miller and Schroeder Financial, Inc. in the <br />past on certain projects. Another firm._recently <br />established, New Public Corp. has asked to be considered in <br />addition to Springsted, Inc. Mayor Benson asked Mr. Hawkins <br />what advantage does the City gain by appointing a firm when <br />the Council can use any firm they choose. Mr. Hawkins <br />explained this gives the City Administrator authority to use <br />the appointee without having to come back to the Council for <br />approval. <br />Mr. Schumacher said he has not researched New Public Corp., <br />however Mr. Hawkins is a member of the firm and he also <br />knows several other members. There was discussion regarding <br />comparing the two firms in the area of rates and services <br />provided. <br />Mr. Reinert moved to table action on appointing the fiscal <br />agent until the next Council meeting and asked that Mr. <br />Schumacher research and prepare a recommendation based on <br />his study. Mr. Bisel seconded the motion. Motion carried <br />unanimously. <br />City Attorney - Mr. Reinert asked if Mr. Hawkins anticipated <br />changes in his service. Mr. Hawkins explained there will be <br />a 3% or 3 1/2% rate increase. Mr. Reinert moved to continue <br />with Burke and Hawkins as City Attorney. Mr Bohjanen <br />seconded the motion. Motion carried unanimously. <br />City Engineer - Mr. Bisel felt this is a growing position <br />and he continues to see good things happening. He moved to <br />continue with Toltz, King, Duvall, Anderson and Associates <br />and continue the same contract as in 1987 with Ron Stahlberg <br />as Lino Lakes representative. Mr. Bohjanen seconded the <br />motion. Motion carried unanimously. Mr. Stahlberg said he <br />has not heard of any proposed changes and nothing has been <br />proposed in the area of rate increases. <br />PAGE 3 <br />131 <br />
