amounts transferred to Transportation, 75% go to <br />the Highway Users Tax Distribution Fund (HUTDF) <br />and 25% to the Transit Assistance Fund (TAF); and <br />WHEREAS, the 1983 Legislature, reacting to the State's gen- <br />eral fund shortfall, delayed the MVET transfer to <br />the 1986 -87 biennium; and <br />WHEREAS, the 1984 Legislature modified the schedule by <br />advancing the first phase of transfer to the year <br />1985 and was to continue through the 1986 -87 <br />biennium; and <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />the 1986 Legislature acted to eliminate the trans- <br />fer of MVET funds for the 1986 -87 biennium; and <br />the 1987 Legislature acted to eliminate the trans- <br />fer of MVET fund for the 1988 -89 biennium; and <br />the roadway systems under the jurisdiction of <br />State, County, City and Township can no longer <br />be maintained to minimal standards utilizing <br />current funding; and <br />the liveability of Minnesota is highly dependent <br />upon its transportation system of which the road- <br />way system is the major artery; and <br />a major portion of the roadway system in the state <br />is over 40 years old and in need of major repairs <br />or reconstruction; and <br />the roadway systems will continue to deteriorate <br />at a rate faster than current funds will provide <br />for future repairs or reconstruction; and <br />WHEREAS, the major issue is to provide sufficient funds to <br />meet the needs of the total transportation system <br />within the State of Minnesota; and <br />WHEREAS, the Transportation Finance Study Commission has <br />made recommendations to provide additional fund- <br />ing <br />NOW THEREFORE BE IT RESOLVED BY THE CITY OF LINO LAKES that <br />the City strongly endorses the State Legislature providing <br />additional funding for transportation; and <br />FURTHER, since the Transportation Finance Study Commission <br />recommendations will provide such additional funding, the <br />State Legislature is encouraged to consider adopton of their <br />PAGE 11 <br />
