1 <br />Mayor Benson welcomed Webelos Pack #136 and their leader Ron <br />Gagnow. This group is attending tonight as part of their <br />scouting experience. <br />ANNUAL STATE OF THE CITY ADDRESS - MAYOR BENSON <br />Mayor Benson explained that the City Charter requires that <br />the Mayor present an annual State of the City address. This <br />Address contains a brief summary of the past year and a look <br />ahead to the next year. Mayor Benson read his Address. A <br />complete text of the Address can be found at the end of <br />these minutes. <br />OPEN MIKE <br />No one appeared under Open Mike. <br />UPDATE ON MINNESOTA CORRECTIONAL FACILITY EXPANSION PLAN - <br />FRED HOLBECK <br />Mr. Holbeck addressed the Council and gave a brief <br />explanation of the remodeling planned for the facility. He <br />noted that the sale of two cottages and ten acres of land to <br />Anoka County has made this remodeling possible. The reason <br />for the remodeling is do to the significant increase in <br />prison population and the shortage of space. The remodeling <br />includes the expansion of five cottages inside the fence. <br />There arc no plans to change the organization or program of <br />the facility. `Mr. Holbeck briefly explained the progam <br />within this facility and noted that all inmates work and are <br />paid. If they do not work they are returned to the <br />institution where they were originally. This institution is <br />committed to teaching a rational work ethic and specific <br />skills. Mr. Holbeck also explained that there is a <br />community advisory board that has been effective in the past <br />and he expects this situation will continue. <br />Mr. Reinert asked what minimum security and medium security <br />means. Mr. Holbeck explained all of the terms regarding <br />security. <br />Mayor Benson thanked Mr. Holbeck for coming this evening and <br />keeping the Council informed. <br />CONSIDERATION OF ANNUAL APPOINTMENTS - FIRE COMMISSION <br />Mayor Benson explained that the appointments to this <br />commission serve at the pleasure of the Council. This means <br />that at this time there is not a vacant position. However, <br />Mr. Lance Olson, 628 Barbara Lane has submitted a letter <br />PAGE 2 <br />205 <br />
