L. <br />tour was designed to give all individuals working for the <br />City, a uniform look at the community. I feel the venture <br />was an unqualified success. It not only opened <br />communications between the boards and committees, but <br />enabled us to discuss our goals and thoughts on the future. <br />Along with economic growth, is residential growth. Our <br />community is seeing an influx of new residents drawn by both <br />our proximity to Minneapolis, and St. Paul, and our quality <br />of life. 152 building permits were issued for residential <br />homes in 1987. This is a 4% increase over 1986. We are in <br />the process of establishing new zones which will enhance the <br />"country lot in town effect ". The Planning and Zoning Board <br />found 1987 to be a hectic year for residential building. <br />Two major subdivisions were begun along Birch Street that <br />upon completion will add 243 new homes. In 1988 we are <br />already looking at the possibility of 5 new housing <br />subdivisions in the area. <br />With new residents come the demands for parks and open <br />spaces, along with the need for fire, police, and ambulance <br />service. <br />Like the EDC, and the Planning and Zoning Board, the Park <br />Board has also been looking to the future. Within the first <br />couple of months of 1988 the Park Board together with the <br />City will be issuing a Citizen's Attitude Survey. This will <br />give the residents the opportunity to voice their opinion on <br />park development, City services, and new issues facing <br />
