1 <br />the cost of the street improvements and utilities. He noted <br />that Shoreview has 10,000 square foot size lots and they are <br />building larger homes on these lots. He also noted that <br />larger houses does not guarantee better quality homes. He <br />also noted that the lots in Rice Lake Estates are smaller <br />then currently required by ordinance for R -1 Districts. <br />Mr. Bisel moved to adopt Ordinance No. 01 - 88 to include <br />retaining the 80 foot frontage for the R -1 District, reduce <br />garage setbacks to 5 feet, retain the 135 foot length of the <br />lot, reduce the minimum square footage of the lot to 10,800 <br />square feet and in the R -1X District reduce the garage <br />setback to 5 feet. Mr. Reinert seconded the motion. <br />Mike Wenge from the audience asked the Council to set aside <br />the rezone of the Gethsemane United Methodist Church <br />property at Lake Drive and 35W. He felt this area should <br />deserve a buffer and referred to an area that the citizens <br />requested not to be rezoned in the Chomonix area and <br />requested the same understanding from the City as those <br />homeowners received. Mr. Reinert told Mr. Wenge that the <br />Council cannot pass a buffer requirement in the ordinance <br />but noted the time to address this issue is when a <br />development request is presented to the Planning and Zoning <br />Board. <br />Mr. Ron Strantz, 575 Marshan Lane asked if it is normal to <br />requite a buffer at the time the property is rezoned. Mr. <br />Hawkins said that this would be considered at the time of <br />development so that the City can determine how much of a <br />buffer is sufficient. Mr. Strantz asked why the City was <br />rezoning the property at this time, is there some particular <br />development planned. Mayor Benson said no, this is a <br />correction of the current map. It was an oversight on the <br />part of the Council in 1983. Mr. Bohjanen noted that was not <br />the only oversight and this action will correct everything. <br />Mr. Strantz said he has not lived in the area for a full <br />year and when he purchased he wanted to be in a quiet area. <br />He asked again why this is being considered if there are no <br />development plans. Mr. Bisel said because this was an <br />oversight in 1983. Mayor Benson said that the residents <br />would verify that this was commercial prior to 1983. Mr. <br />Wenge noted that a buffer can be a joke. Mr. Bisel said the <br />size and type of buffer will not be detemined until a <br />development plan is submitted and the buffer will be <br />designed to fit the situation. Mr. Wenge asked if the <br />Council will listen to anyone anymore than they are <br />listening now. He asked if owners will be notified when a <br />proposal comes before the Planning and Zoning Board. Mr. <br />Bisel said yes. <br />PAGE 4 <br />
