c_U <br />Mr. Allen Irwin, a member of the Planning and Zoning Board <br />noted that the existing ordinance defines sizes and contents <br />of buffers. The P & Z Board reviews the plans and can <br />require all sorts of buffers. Since nothing is proposed now <br />the P & Z Board will want to wait and see and make sure <br />there is a visual and audio buffer. Mr. Rehbein asked why <br />rezone now. It can be rezoned when the right proposal is <br />presented. He asked the Council if they would rezone his <br />property now if he requested the rezone. Mayor Benson said <br />that the Council has been chastised for being too tough with <br />businesses and now they are being critized for being to pro <br />business. Mr. Strantz asked if the church asked to be <br />rezoned. Mayor Benson said no. <br />Voting on the motion, motion carried unanimously. <br />PLANNING AND ZONING REPORT - PETE KLUEGEL <br />Site and Building Plan Review, Joe Spetzman - Mr. Kluegel <br />noted that a variance and lot split were approved for Mr. <br />Spetzman, 8145 Lake Drive at the January 26, 1988 Council <br />meeting. Mr. Spetzman has presented a Site and Building <br />Plan to the P & Z Board for their review and this has been <br />approved. A petition signed by all the neighbors has also <br />been received. The P & Z Board has required that all <br />lighting and signage be in accordance with the ordinance. <br />Mr. Bohjanen moved to approve P & Z application No. 88 - 03 <br />to include the stipulations that all lighting and signage on <br />the property be according to the Zoning Ordinance <br />requirements for light industrial lands. Mr. Reinert <br />seconded the motion. Motion carried unanimously. <br />Minor Subdivision, Mabel Cardinal - Mr. Kluegel explained <br />that this request is to divide a forty acre parcel into four <br />ten acre parcels. This land is located on the southeast <br />corner of 20th Avenue and 80th Street. The P & Z Board has <br />recommended approval of this request subject to the <br />applicant providing various easements for upgrading 80th <br />Street, park dedication of $1,600 and separate deeds being <br />prepared for each new parcel and stamped by the City Clerk <br />and recorded at Anoka County. The request meets all <br />requirements of the Rural District. Mr. Reinert moved to <br />approve this request subject to the P & Z recommendations. <br />Mr. Bisel seconded the motion. Motion carried unanimously. <br />Minor Subdivision, Anoka County - Mr. Kluegel explained that <br />the State of Minnesota is selling ten acres at the <br />Correctional Facility containing two cottages to Anoka <br />County. The P & Z Board has reviewed this request and has <br />recommended approval with the stipulation that the <br />PAGE 5 <br />
