1 <br />1 <br />1 <br />has heard good reports from the Fire Department and the <br />Police Department. <br />Mayor Benson asked if the service is always staffed with <br />paramedics. Mr. Matson said yes, except when illness <br />reduces the number of staff members. <br />Mayor Benson thanked Mr. Matson for attending this evening <br />and asked him to keep the Council updated on any further <br />changes in the service. <br />SIGN ORDINANCE AMENDMENT NO. 02 - 88 SECOND READING <br />Mr. Bisel said that he felt Article One, Section II (B) 12 <br />is unworkable and Article Two, Section II (H) (10) is <br />ambiguous. It could be discriminatory. <br />Mayor Benson said he is concerned with the beautification of <br />this City and felt that the Council should try to control <br />the immense problems with portable signs. He agreed <br />temporary signs will be hard to control. He noted such <br />areas as Birch Street and Hodgson Road or Birch Street and <br />Centerville Road. Mr. Kluegel said in cases where garage <br />sale signs are posted at intersections, he could go to the <br />location of the sale and remind the owner that the sign must <br />be removed according to the ordinance. Mr. Bisel felt this <br />could take a considerable amount of Mr. Kluegels time and <br />suggested that sign regulations be placed in the papers so <br />all residents are aware of the code. He suggested that the <br />City try to accomplish better communications rather than <br />spend more time passing ordinances and trying to enforce <br />them. He also said that since there are only six portable <br />signs in the City, an ordinance is not warranted. He would <br />support looking at the entire sign ordinance. <br />Mr. Reinert told the Council of an experience he had with <br />builder who told him that Lino Lakes did not have a good <br />appearance. He felt this community was in transition and <br />everyone wanted the community to appear nice. This needs to <br />be addressed. Also the Council has told the Department <br />Heads to point out their problems and lay out some solutions <br />but the Council has not backed them when they do this. In <br />some ways he felt this ordinance was a start. Mr. Bisel <br />said that anytime the Council enacts another ordinance the <br />citizens loose a little more of their freedom. <br />After further discussion, Mr. Reinert moved to adopt the <br />second reading of Ordinance No. 02 - 88 amending the Lino <br />Lakes City Ordinance No. C. This motion was not seconded <br />and the motion died. The proposed ordinance died because <br />- there was not further action taken on it. <br />PAGE 8 <br />1 <br />
