259 <br />COUNCIL MEETING MARCH 14, 1988 <br />the Council see the figures. Mr. Bohjanen seconded the <br />motion. Motion carried unanimously. <br />ATTORNEY'S REPORT - BILL HAWKINS <br />Mr. Hawkins did not have a report. <br />OLD BUSINESS <br />Anoka County Minor Subdivision, Park Dedication - Mr. <br />Schumacher reminded the Council that a minor subdivision at <br />the Correction Facility was granted to the County at the <br />last Council meeting. Normally when property is subdivided, <br />park dedication is required. He asked the Council if they <br />wish to waive this requirement for this particular <br />subdivision since the circumstances are unusal. Mr. <br />Schumacher had outlined three options regarding this matter <br />in his memorandum to the Council dated March 9, 1988. Mr. <br />Bohjanen moved to approve the Administrators recommendation <br />No. 2, Compromise the Ordinance allowing for some form of <br />compensation and this will allow the Council to require <br />compensation if at some time in the future the usage of the <br />land changes. Mr. Bisel seconded the motion. Motion <br />carried unanimously. <br />Ross' Corner Tax Increment Finance Proposal - Mr. Schumacher <br />has sent the Council a memorandum noting that the City has <br />worked with Mr. Ross for over a year in an attempt to <br />initiate a new development at his present location. Since <br />Mr. Ross does not appear to be in a hurry to complete this <br />matter, he suggested that the City allow Mr. Ross another <br />sixty days to begin or gear the efforts of the City to <br />another option. Mr. Bisel asked about the street and <br />intersection, if this development does not proceed what will <br />the County do about the intersection. Mr. Schumacher <br />explained that the County designed the current intersection <br />and would be liable in case of an accident. They would also <br />walk away their from their offers to Mr. Ross. Mr. <br />Schumacher said he has talked to Mr. Ross about this matter <br />just this past week. Mr. Bisel asked if some Tax Increment <br />Financing would then be freed to use in another location. <br />Mr. Schumacher said yes. <br />Mr. Andy Neal explained that Mr. Ross has not been able to <br />complete his financing package. Mr. Bisel suggested that <br />Mr. Ross could down size his project. Mr. Schumacher also <br />said that he has suggested to Mr. Ross that he build in <br />phases. <br />PAGE 17 <br />
