1 <br />COUNCIL MEETING MARCH 14, 1988 <br />Mr. Benjamin told the Council that he finds his position <br />interesting and would like to stay on in this capacity. He <br />felt the Fire Commission was unique and also noted that <br />there are not many organizations in the State of Minnesota <br />that the Commission can pattern itself after. He felt there <br />was a lot of competition for each dollar of the Fire <br />Department budget and said he would like to stay abreast of <br />all of the development in all three cities to provide a more <br />efficient department. <br />Mrs. Elsenpeter told the Council that she has not attended <br />the meetings to the extent that Mr. Neal and Mr. Benjamin <br />have because until recently she had a conflict. She noted <br />that Commission members from other cities change quite often <br />and she also noted more faces of Fire Department members on <br />the Commission. She noted that when the Fire District was <br />established, it was the intent to keep the Commission and <br />the Department separate. She felt that by appointing <br />firefighters to the Commission, some of the objective focus <br />was being lost. Mrs. Elsenpeter said that the Alternate <br />should attend as many Commission meetings as possible to <br />keep current of the matters before the Commission. <br />Mr. Neal said that in time he feels that the Lino Lakes fire <br />hall will be the main fire hall. It is most central to the <br />District. He also noted several projects that he has or is <br />working on: disaster plan for tornadoes, helped install the <br />ambulance service in the Lino Lakes fire hall, trying to get <br />a warning siren, five year master plan and fire truck <br />rotation plan. <br />Mr. Benjamin said he is trying to get the Fire Chief to be <br />more cost effective. He felt that fire services should be <br />rated by priority with fire fighting at the very top. He <br />also noted that Lino Lakes is growing and more calls are <br />coming from this area. He suggested that it is important <br />that the Councils adopt the master fire code and he also <br />asked for all the cities backing in issuing citations. <br />Mr. Neal told the Council that the Fire District needs some <br />direction regarding fire calls in the.Regional Park. Mr. <br />Schumacher said he had recently talked to County <br />Commissioner, Margaret Langfeld. He said there is a letter <br />coming from the County on this matter. <br />Mr. Neal suggested that the Fire District could institute a <br />user fee plan for certain items such as gas pumps. He noted <br />that Shoreview currently charges each gas pump owner $160.00 <br />PAGE 2 <br />235 <br />
