1 <br />COUNCIL MEETING MARCH 14, 1988 <br />area citizens of Lino Lakes in the construction of the park <br />on LaMotte Drive in Centerville. This park was developed <br />with no entrance off the street and this is causing a <br />parking and traffic problem. He also added that the City <br />has provided no written material for area residents on the <br />proposed plat and felt the City could have provided better <br />communications on this matter. He noted that he took a day <br />off last week and noted the large number of children waiting <br />for the bus on LaMotte Drive. Increasing the traffic on <br />that street could be causing a serious safety problem. <br />Allan Irwin, 6466 Totem Trail - Mr. Irwin noted that he is a <br />member of the P & Z Board and did not vote in favor of this <br />preliminary plat and felt as a citizen he should tell what <br />happened at the P & Z Board meeting. He felt.this plat was <br />not the best design available and indicated the long <br />cul -de -sac as one concern. The proposed design would make <br />it difficult to extend the cul -de -sac in the future. The <br />platted road "County Road" is not practical since the <br />Regional Park would not be interested in building it and <br />neither would this City. Vacation of this right of way <br />would eliminate the need for a variance for double sided <br />lots. There had been some discussion regarding extending <br />the cul -de -sac and then not be able to cross the St. Paul <br />Water Works right of way. It can be crossed and has been <br />crossed in other instances. He felt the best thing to be <br />done with the plat is to extend the cul -de -sac to the <br />southeast corner of the plat so that in the future when the <br />adjacent land in Centerville is developed this cul -de -sac <br />can be extended into a loop street. In addition, the right <br />of way marked "County Road" should be vacated. These two <br />actions would eliminate the need for any variances and <br />provide for a loop street in the future. <br />John MacDonald, 6901 LaMotte Drive - Mr. MacDonald expressed <br />concern because there are future plans for another ballfield <br />in Centerville Park and the Regional Park plans to build a <br />trout pond. These two installations alone, will cause a <br />great increase in traffic. The plat would only add to the <br />hazardous conditions on this street. <br />A gentleman from the audience asked if the residents could <br />have a question and answer session with the builder. Acting <br />Mayor Reinert said that the builder may speak but this was <br />not a debate, the purpose was to take testimony from all <br />persons concerned about the preliminary plat. <br />PAGE 6 <br />239 <br />
