240 <br />COUNCIL MEETING <br />MARCH 14, 1988 <br />Mr. Stahlberg told the Council that the proposed extension <br />of municipal sewer requires the review and approval of Metro <br />Waste Control Board. This agency has reviewed the plan and <br />feels that the metro lift station is capable of handling the <br />additional flow from this plat and any further development <br />that may occur in Centerville. They were not aware of any <br />problems in the past. He suggested that the residents who <br />have experienced problems or know of problems document them <br />and forward this to Meto Waste Control. He suggested that <br />problems experienced during heavy rains could be caused by <br />infiltration of storm water and they could not get the flow <br />out of the lift station fast enough. Mr. Bisel asked how <br />this could happen and Mr. Stahlberg explained that old St. <br />Paul systems were designed to take in storm water. But it <br />has been found this created problems downstream. The recent <br />construction in St. Paul is separating storm water from <br />sewage. He explained the different ways storm water entered <br />the system. Mr. Stahlberg noted that the lift station in <br />Centerville is a 10 inch force main and should be capable of <br />handling the flow as indicated by Metro Waste. <br />Mr. Stahlberg referred to an aerial map and explained the <br />problem of storm water runoff which occurred several years <br />ago. He also explained that the RCWD has not required a <br />control of storm water coming from a subdivision in <br />Centerville. However, RCWD has submitted a feasibility <br />report and drawings showing how this problem will be handled <br />by the ditch maintenance project scheduled for early this <br />spring. Mr. Stahlberg also explained the drainage pattern <br />in the proposed plat. The storm water from the street will <br />flow into the plat into catch basins, not onto LaMotte Drive <br />where there are existing homes. He also stated that the <br />long cul -de -sac LaMotte Drive is there and noted other long <br />cul -de -sacs in Lino Lakes. <br />A resident asked if there is a plan to drain the holding <br />ponds before they call fill up and overflow onto nearby <br />lots. If seepage is not fast enough a controlled outlet <br />will allow the water to leave the pond and run into the <br />newly improved ditch. Mr. Stahlberg explained that RCWD <br />requires that water cannot leave the area any faster than <br />what it is now leaving. <br />A gentleman from the audience asked what the elevation of <br />the pond was as compared to the back yard of the adjoining <br />lots.
