241 <br />COUNCIL MEETING MARCH 14, 1988 <br />A gentleman asked where the storm water runoff from the back <br />of two of the new lots would go, into his back yard? <br />Another gentleman noted that the water table in this area is <br />at about zero (ground level) until the middle of June. He <br />felt this was an entirely different situation. Mr. <br />Stahlberg explained that the bottom of the ditch will be <br />about four feet lower than this gentleman's back yard. This <br />should also help get the water from his property. Mr. <br />Reinert explained that when the ditch is corrected, this <br />will help drain the back yards of all the current residents. <br />A gentleman asked who is going to be responsible if this <br />plan does not work? He asked if he will have to pay for <br />redesigning his backyard? Mr. Reinert said the elevations <br />on the proposed plat suggest that there are soggy conditions <br />in this area. <br />A gentleman said that he wanted to be sure this plan does <br />not create more problems than it solves. He also asked if <br />the ditch will be corrected before the plat is built. Mr. <br />Stahlberg explained the sequence of the construction. <br />Mr. Reinert told the audience that this situation is not a <br />we and they situation. The Council wants to be assured that <br />the plat is constructed properly. <br />A gentleman said that the builder is proposing seventeen new <br />homes. That is almost as many new homes as are currently <br />there. This is really crowding in new homes and he felt the <br />Council should be concerned for the residents already in the <br />area. Mr. Reinert said things do change and noted that this <br />builder will be required to build upgraded homes and this <br />should help protect current property values. <br />A gentleman questioned whether or not he actually would <br />retain his property value with seventeen more homes. He <br />said he did not want the additional traffic past his front <br />door. <br />A gentleman said the Council must look at safety, this <br />already is a bad situation and this is going to make it <br />worse. <br />Mr. Mastro said he was concerned about the street itself and <br />called it a paper street. He noted that last year some <br />hauling occurred and the street had to be patched. He asked <br />who will pay for the reconstruction of the present LaMotte <br />Drive when it is torn up because of the new construction. <br />PAGE 8 <br />
