Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />February 2004 <br />temporary and all City and County roads in the area are exempt from state noise <br />standards. Noise levels along the local roadways are not anticipated to exceed <br />State noise standards, nor are they anticipated to be greater than noise levels <br />that are commonly experienced within a residential and commercial area <br />Furthermore, adequate building setbacks and acoustical site planning techniques <br />have been incorporated into the site plan to shield more sensitive land uses from <br />noise impacts. <br />Visual Impacts <br />Only routine visual impacts associated with construction activities and typical <br />urban development are anticipated by the proposed development. This area has <br />already been developed with the City offices, police station, and early childhood <br />development center. The proposed development will, change the nature of a <br />portion of the site from open space to one that is urban in nature. <br />The Lino Lakes Town Center Design & Development Guide, May 2000, will be <br />utilized to guide the orderly and integrated development of the site, which <br />includes a mix of land use (retail shops, office spaces, housing, recreation, <br />community facilities, and open space). The Guide emphasizes the importance of <br />creating attractive gathering spots, commons areas, and comfortable walking <br />environments for visitors and residents. Furthermore, the Guide identifies the <br />importance of maintaining a sense of place by incorporating tree-lined <br />boulevards, natural drainage swales, open spaces, appropriate building materials <br />(wood, masonry, and stone), landscaping, and architectural standards. <br />Historic and Archaeological Resources <br />The Minnesota State Historic Preservation Office (SHPO) was contacted <br />regarding archaeology and historic resources in the area The SHPO completed <br />their review, acknowledged that the overall area contains a large number of <br />recorded sites, but recommended that no further study is necessary at the site of <br />the proposed Legacy at Wood's Edge Development. <br />2. Cumulative <br />Effects of Related or Anticipated Future. Projects <br />The EAW and this Findings of Fact address the impacts related to the proposed <br />development, based on existing conditions and post- development conditions. <br />The City of Lino Lakes is not aware or any other large -scale development plans <br />that are contingent upon the completion of the Legacy Development. <br />3. Extent to Which Environmental Effects Are Subject to <br />Ongoing Public Regulatory Authority <br />The mitigation of environmental impacts will be designed and implemented in <br />coordination with regulatory agencies and would be subject to plan approval and <br />the permitting process.
