Extent to Which `Environmental Effects Can be Anticipated and Controlled <br />as a Result of Other Environmental Studies Undertaken by Public Agencies <br />or the Project Proposers, Including EIS's Previously Prepared on Similar <br />Projects <br />The RGU, City of Lino Lakes, has extensive experience in the planning and <br />review of residential and commercial development projects. The City of Lino <br />Lakes finds that the ` environmental effects of the proposed mixed -use <br />development have been anticipated and will be controlled as a result of <br />environmental review and experience with other similar residential and <br />commercial developments within the City. <br />EAW COMMENTS AND RESPONSES <br />The EAW for the Legacy at Wood's Edge Development was distributed on <br />November 24, 2003 to agencies and organizations on the official Environmental <br />Quality Board (EQB) distribution list, as well as additional agencies /organizations <br />that had either requested a copy of the document, and/or that could be affected by <br />the proposed project. The comment period for the EAW officially expired on <br />December 24, 2003. <br />Consistent with state and federal environmental review rules, substantive comments <br />are responded to in this Record of Decision /Findings of Fact. Written responses <br />have been provided for comments pertaining to analysis conducted for and <br />documented in the EAW. Specifically, responses have been prepared for statements <br />noting: incorrect or unclear information or content requirements. Comments agreeing <br />with the information, general opinions, or statements of preference were not <br />provided a formal response. <br />Copies of written comments received are provided on the following pages with <br />"footnote" responses in the margin. <br />
