Extent to Which `Environmental Effects Can be Anticipated and Controlled as a Result of Other Environmental Studies Undertaken by Public Agencies or the Project Proposers, Including EIS's Previously Prepared on Similar Projects The RGU, City of Lino Lakes, has extensive experience in the planning and review of residential and commercial development projects. The City of Lino Lakes finds that the ` environmental effects of the proposed mixed -use development have been anticipated and will be controlled as a result of environmental review and experience with other similar residential and commercial developments within the City. EAW COMMENTS AND RESPONSES The EAW for the Legacy at Wood's Edge Development was distributed on November 24, 2003 to agencies and organizations on the official Environmental Quality Board (EQB) distribution list, as well as additional agencies /organizations that had either requested a copy of the document, and/or that could be affected by the proposed project. The comment period for the EAW officially expired on December 24, 2003. Consistent with state and federal environmental review rules, substantive comments are responded to in this Record of Decision /Findings of Fact. Written responses have been provided for comments pertaining to analysis conducted for and documented in the EAW. Specifically, responses have been prepared for statements noting: incorrect or unclear information or content requirements. Comments agreeing with the information, general opinions, or statements of preference were not provided a formal response. Copies of written comments received are provided on the following pages with "footnote" responses in the margin.
