City Council <br />Legacy at Woods Edge <br />March 8, 2004 <br />area, located along the northeastern boundary of the site is part of an 87 acre wetland <br />complex that separates the site from George Watch Lake. Additionally, changes in site <br />design have allowed for the opportunity to preserve approximately 1.6 acres of <br />woodlands in the southeastern portion of the project in conjunction with the future <br />YMCA development. <br />Master Landscaping <br />A revised master landscaping plan has been submitted that defines tree quantities, <br />types and locations, typical landscaping details and proposed ground covers. The plan <br />calls for a mixture of shade and ornamental trees, shrubs and perennial plantings <br />throughout the development. The plan does provide for landscaped "connected <br />walkways" that link the parking areas with building entrances most notably between <br />buildings 16 and 17 leading to the future YMCA. <br />Appropriate locations should be identified for native plantings such as along the existing <br />wetland in the northeastern portion of the site. <br />The environmental board has provided a recommendation for proposed tree types as <br />part of their review (attached). <br />Streetscapinq Plan <br />SEH has prepared a preliminary streetscaping plan in accordance with the Calthorpe <br />Design Standards. Streetscaping is one of the most essential elements to provide a <br />welcoming pedestrian friendly environment. The proposed elements include <br />landscaped medians, boulevard trees, decorative lighting and decorative pavers <br />throughout the development. <br />Also included in the plan is the preliminary design for the community green that will <br />combine both seasonal gardens, a central green space and plaza area. Street furniture <br />and other amenities will be incorporated as the project develops. Further articulation of <br />the design will take place during the preparation of the feasibility study as well as during <br />the preparation of plans and specifications. Proposed features will need to be <br />evaluated based on cost, timing, as well maintainability of the improvements. <br />Traffic /Circulation <br />Access to the proposed development is provided via the Lake Drive/Town Center <br />Parkway intersection. As shown on the Master Site Plan, Town Center Parkway will <br />need to be widened to a four lane section and then taper to a two lane section north of <br />the Civic Complex. A traffic circle is proposed within in the center of the development to <br />promote the efficient flow of traffic at this main intersection. One -way streets are <br />proposed circling the village green. <br />While the City's Subdivision Ordinance establishes minimum Level Of Service (LOS) <br />requirements for roadways outside of proposed developments, the requirements do not <br />
