City Council <br />Legacy at Woods Edge <br />March 8, 2004 <br />apply to the I -35W /Lake Drive and I -35E /Main Street interchanges. However, the <br />ordinance does require examination of development impacts and a plan to resolve <br />identified deficiencies. <br />The City's engineering consultant SEH has completed a traffic analysis for the site to <br />evaluate traffic impacts both internally and extemally of the site. A summary of the traffic <br />analysis prepared by SEH, dated February 11, 2004 is attached. As part of the study <br />AM and PM Peak Hour trip generation rates were developed for the proposed <br />development as well as the existing facilities (City Hall complex, Fairview Clinic, and <br />Lino Lakes State Bank). Trips to /from each building have been assigned to the street <br />system within the development. This provided a tabulation of traffic volumes at various <br />locations within the development, as well as at the intersection of Town Center Parkway <br />and Lake Drive (CSAH 23). According to this analysis, the Peak Hour traffic volume is <br />1,155 trips, which occurs from 4:30 -5:30 p.m. <br />Based on the traffic analysis, a concept transportation improvement plan was developed <br />for the Town Center Parkway and Lake Drive intersection. On Town Center Parkway, <br />the plan includes three outbound lanes to separate left turn, through, and right turning <br />traffic and also includes two inbound lanes. Signalization of this intersection would also <br />be necessary to maintain acceptable levels of service. <br />According to the 2020 Traffic Volume Forecast in the Lino Lakes Transportation Plan, <br />traffic volumes on Lake Drive are anticipated to increase to over 17,000 trips per day. <br />Regardless of the proposed development, improvements to Lake Drive are expected in <br />the future. However, to accommodate the full development of the Legacy at Woods <br />Edge Development, several additional improvements to Lake Drive will need to be <br />made in the short term. The concept transportation plan has proposed the construction <br />of two southbound left turn lanes between the intersection of Town Center Parkway and <br />the I -35W bridge. Furthermore, traffic signals at Town Center Parkway and both ramps <br />to I -35W are anticipated. To signalize the south ramp intersection, the existing off ramp <br />and on ramp intersections, which are now separated, need to be aligned to a single <br />intersection, which would require the reconstruction of approximately 400 -feet of the on <br />ramp. <br />A meeting was held on January 29, 2004 with the Mn /DOT Area Engineer and Mn /DOT <br />traffic and freeway modeling staff to review the analysis. Mn /DOT indicated that no <br />further analysis was required. However, the Federal Highway Administration (FHWA) <br />has requested documentation that demonstrates traffic will not back up onto mainline I- <br />35W. <br />As detailed in the attached traffic operations analysis the I -35W /Lake Drive interchange <br />area will perform at acceptable levels of service (LOS D or higher) through 2010 with <br />the proposed improvements. The analysis also demonstrates that queue lengths (the <br />distance of vehicle stacking at intersections) will not back onto the I -35W mainline. <br />
