These guidelines are intended to create buildings <br />with a human scale, making the development more pedestrian - friendly and a <br />pleasant place to walk. <br />4. Energy Conservation and Climatic Response. The effects of the Minnesota <br />climate can be mitigated through intelligent building design configuration and <br />landscape treatments. <br />The requirements contained within these categories will be incorporated into the <br />building design throughout the development. <br />Master Grading and Drainage and Erosion Control Plan <br />The City's engineering consultant SEH, Inc., has prepared a preliminary Grading, <br />Drainage and Erosion Control Plan. Runoff from the site currently drains to the south <br />and east and ultimately discharges to Marshan Lake and George Watch Lake. <br />The development proposes to construct a drainage system within all the street <br />improvements and parking areas to convey runoff to proposed ponding areas and <br />infiltration cells (green space or underground storage chambers). Subsurface chamber <br />technology takes advantage of the soil's inherent filtration and renovation capabilities to <br />store and treat storm water runoff while providing the flexibility to plan for additional <br />buildings and green space. To maximize pollutant removal efficiencies, the water quality <br />control structures will be designed and constructed according to NURP, the City of Lino <br />Lakes, and Rice Creek Watershed District standards. <br />Storm water rate control and treatment will occur prior to any storm water being <br />discharged to receiving water bodies. Therefore, water quality in the receiving <br />waterbodies will not be adversely impacted. Treated storm water will either be naturally <br />infiltrated into the groundwater or will be discharged to existing wetland basins located <br />on and /or adjacent to the site. Water from these wetlands eventually will enter George <br />Watch Lake, Marshan Lake, and the remainder or the Rice Creek Chain of Lakes <br />system. <br />Master Utility Plan <br />The development is proposed to be serviced with public sanitary sewer and water <br />utilities. The sanitary sewer service will be provided by the existing trunk sanitary sewer <br />main that runs within both Town Center Parkway and Village Drive.
