City Council <br />Legacy at Woods Edge <br />March 8, 2004 <br />Park Dedication <br />The revised plat identifies the "Community Green" as Park. Additionally, the <br />preservation of natural environment areas is included as part of the Design Standards. <br />Outlot B is identified as the primary preservation area. Anoka County parks, as part of <br />the EAW comments, requested that this portion of the project be held under public <br />ownership. As indicated on the plat, Outlot B will be dedicated to the public. <br />Existing Easements of Record <br />The preliminary plat references two roadway easements per Anoka County half section <br />maps that run east -west across the northerly portion of the site. Title work should be <br />prepared to verify the status of these easements. If they are existing easements of <br />record they will need to be vacated or otherwise terminated. <br />Individual Site Development <br />Upon approval of the Rezoning and Development Stage Plans individual site <br />development will be reviewed in accordance with the adopted standards. The request <br />for Site and Building Plan approval for the Regent at Lino Lakes (buildings 6 and 7), <br />previously reviewed by the Planning & Zoning Board, has been removed from <br />consideration at this time to allow for further refinement and evaluation of potential uses. <br />City Advisory Board Reviews <br />Environmental Board The Environmental Board reviewed the proposed development <br />on January 28, 2004 and recommended approval with recommendations to be <br />incorporated into the site landscaping and operation /maintenance agreement. Their <br />comments are attached. <br />Park Board. The Park Board reviewed the proposed development on February 2, <br />2004. Staff will continue to work with the Park Board during final design of the <br />"community green" and during review of the residential component of the development. <br />Planning and Zoning Board <br />The Planning and Zoning Board reviewed the request at its February 11, 2004 meeting. <br />The board recommended approval of the Rezoning and the Development Stage <br />Plan /Preliminary Plat with conditions. The board's conditions of approval are <br />incorporated into the staff recommendation. <br />City Department Reviews <br />CEPTED. A preliminary CEPTED review was completed, dated November 16, 2003 <br />and is attached for your review. <br />13 <br />
