City Council <br />Legacy at Woods Edge <br />March 8, 2004 <br />Public Services Community Development staff is working with the public services <br />department on issues related to maintenance, snow plowing etc. Minor roadway <br />geometric changes will be made during the final design process. Staff is anticipating <br />addressing maintenance impacts as part of the economic review of the process prior to <br />final plan /final plat approval. <br />Centennial Fire Department Community Development staff has worked with the <br />Centennial Fire Department to address Emergency Vehicle Access and routing. The <br />proposed design incorporates their modifications <br />Agency Reviews <br />Rice Creek Watershed District (RCWD). The RCWD reviewed the Grading Plan and <br />Stormwater Management Plan at its January 28, 2004 board meeting. The board <br />approved a CAPROC (Conditional Approval Pending Receipt Of Changes) with nine <br />conditions. Detailed plans and specifications will be required prior to commencement of <br />roadway and /or storm sewer infrastructure improvements. <br />Anoka County Plans have been forwarded to Anoka County for review. Conditions of <br />approval will include the requirements set forth by Anoka County. <br />Minnesota Department of Transportation (Mn /DOT) Plans have been forwarded to <br />Mn /DOT for review. Staff reviewed the traffic simulation with Mn /DOT officials on <br />January 29, 2004. Further evaluation with Mn /DOT will take place as part of the <br />Feasibility Study and public improvement plan development. <br />FINDINGS <br />Rezoning to Planned Unit Development. The City shall consider possible adverse <br />effects of the proposed amendment and its judgement shall be based upon, the criteria <br />established in Section 2, Subdivision 1.E. of the Lino Lakes Zoning Ordinance. <br />1. The proposed rezoning is consistent with the specific policies and provision of <br />the City's Comprehensive Plan. <br />2. The proposed mixed use development is compatible with present and future land <br />uses of the area. <br />3. The proposed development conforms to all performance standards contained <br />within the zoning ordinance. <br />The proposed use can be accommodated with existing public services and will <br />not overburden the City's service capacity. <br />Traffic generation by the proposed use is within capabilities of streets serving the <br />property subject to the roadway improvements proposed for the development <br />and Lake Drive. <br />14 <br />
