024' <br />COUNCIL MEETING APRIL 25, 1988 <br />about who will pay the cost of the reconstruction of LaMotte <br />Drive when it is necessary. Mr. Stahlberg said all <br />benefitting property owners including the proposed new 22 <br />lots in Lakeview Place. <br />A gentleman asked if there was a problem in holding the <br />cul -de -sac to the required 500 foot length. Mr. Mastro <br />asked who would be monitoring the holding ponds, a <br />homeowners association? Mr. Stahlberg explained the length <br />of the cul -de -sac was up to the developer. Mr. Ressler <br />explained that there will be no homeowners association and <br />the holding ponds normally become the property of the <br />municipality who then monitor them. <br />A gentleman noted that his property is saturated with water <br />for most of the summer. He asked what will prevent the <br />ponds from keeping his property saturated. He asked if the <br />ponds will be lined to keep the saturation from spreading <br />from the ponds. Mr. Ressler said the ponds will not be <br />lined. Mr. Stahlberg explained that the entire area has a <br />high water table, but the ditch cleaning project and <br />providing an outlet for the ditch will help alleviate the <br />water problem in this entire area. <br />The gentleman who asked what the problem was holding the <br />cul -de -sac to 500 feet said this question was never <br />answered. Mr. Ressler explained the original proposal for <br />the subdivision. However, RCWD and Mr. Stahlberg did not <br />agree that this was the best layout and the final proposal <br />was developed and the vacant lot on LaMotte Drive was <br />purchased. This method meets all the criteria of the City <br />and also proposes the shortest cul -de -sac. He said he could <br />see the point of view of the adjoining residents, however <br />this is taking a parcel and generating the most taxes <br />possible. He felt this was a unique corner of Lino Lakes. <br />He asked if the residents would want a through street if <br />Centerville allowed a trailer park or industrial park to <br />develop between them and Centerville Road. <br />A lady from the audience said if the variance was not passed <br />the area would be a lot safer. She asked why does the <br />variance have to be approved? She said she felt strongly <br />that a shorter road and less lots would be safer and she <br />also said she felt strongly that there should be two <br />entrances into the area. Mr. Bohjanen asked how many lots <br />would be lost if the street was extended to the border. Mr. <br />Ressler said two or three. <br />PAGE 4 <br />
