025 <br />COUNCIL MEETING APRIL 25, 1988 <br />Mr. Neal explained that there had been a fire near the end <br />of LaMotte Drive and the fire equipment could not reach the <br />area because a car was parked on the street. Mr. Reinert <br />asked if another street did go in would it provide a place <br />for emergency vehicles to turn around. Mr. Neal and Fire <br />Chief Gay said this may help. <br />Mr. Reinert said that this matter has now been discussed in <br />great detail and he moved to grant a variance as proposed in <br />conjunction with the plat and the reason being that the City <br />did check with the City of Centerville and they did not <br />indicate immediate plans to extend the street to Centerville <br />Road; this motion is to include the six findings of fact <br />outlined in the Planning and Zoning Minutes of February 10, <br />1988; the subdivision complies with the new zoning ordinance <br />and does meet the spirit and intent of the new zoning <br />ordinance. Mr. Bohjanen seconded the motion. <br />Mr. Schumacher noted that the City Engineer has stated that <br />the existing LaMotte Drive will have to be upgraded in the <br />next two to three years. He asked for clarification about <br />the reconstruction of the road. Mr. Stahlberg said it would <br />be constructed to current standards with curbs and gutters <br />and a full 32 foot roadway. <br />Voting on the motion, motion carried with Mayor Benson <br />voting yes and Mr. Bisel voting no. <br />Mr. Reinert moved to approve the preliminary plat of <br />Lakeview Place as presented with the reasons as stated in <br />the previous motion, to include the seven items laid out by <br />the City Engineer in his letter of March 22, 1988 with item <br />seven being paramount and must be completed before the <br />project is started and this item meets all the requirements <br />of RCWD; to include the completion of the cleanup of Outlot <br />I as outlined by Don Volk and Ron Stahlberg, Mrs. Anderson <br />will research the records for this area; contact the St. <br />Paul Water Department regarding continuing the cleanup on <br />their property to the lake, TKDA will provide the cross <br />sections and staking; negotiate with the contractor who will <br />cleanout the south ditch to have him do this project as <br />well. The develpment of Lakeview Place is contigent upon <br />both areas being completely cleaned and restored. At the <br />time the homes are offered for sale, ask the Police <br />Department to give special attention to patrolling the area <br />for speeding and parking violations and after the area is <br />completely sold, have the area monitored so that there will <br />be no safety problems.
